mayoVOCES ACADÉMICASPlataforma para la reducción <strong>de</strong>l riesgo <strong>de</strong> <strong>de</strong>sastreDel 10 al 13 <strong>de</strong> mayo se realizó en laciudad <strong>de</strong> Ginebra, Suiza, la Tercera Reunión<strong>de</strong> la Plataforma Global para la Reducción <strong>de</strong>lRiesgo <strong>de</strong> Desastre, organizada por laEstrategia Internacional para la Reducción <strong>de</strong>Desastres <strong>de</strong> las Naciones Unidas (UNISDR),y cuyo lema fue: “Invertir hoy para un mañanamás seguro”. Dicha plataforma es el foroconsultivo más importante en la dimensión <strong>de</strong>la reducción <strong>de</strong>l riesgo <strong>de</strong> <strong>de</strong>sastre en elmundo; en esta edición participaron cerca <strong>de</strong>tres mil <strong>de</strong>legados <strong>de</strong> más <strong>de</strong> 150 países,incluyendo representantes <strong>de</strong> gobiernos localesy nacionales, instituciones y agenciasinternacionales, cuerpos regionales, miembros<strong>de</strong> la sociedad civil, el sector privado y lacomunidad académica y científica. Todos losactores se dieron cita para compartirexperiencias, expresar compromisos ypuntualizar priorida<strong>de</strong>s para reducir el riesgo <strong>de</strong><strong>de</strong>sastre y construir la resiliencia <strong>de</strong> lascomunida<strong>de</strong>s y las naciones. Cabe <strong>de</strong>stacar quesus objetivos se centran <strong>de</strong> igual forma enfavorecer la consecución <strong>de</strong> las Metas <strong>de</strong>Desarrollo <strong>de</strong>l Milenio, en especial, lareducción <strong>de</strong> la pobreza y la sostenibilidad<strong>de</strong>l ambiente.El informe <strong>de</strong> evaluación global sobre lareducción <strong>de</strong>l riesgo <strong>de</strong> <strong>de</strong>sastres 2011,“Revelar el riesgo, replantear el <strong>de</strong>sarrollo”,presentado en dicha plataforma, gira en torno aseis pautas fundamentales relacionadas con elimpacto y la dinámica actual <strong>de</strong> los <strong>de</strong>sastres,las cuales pue<strong>de</strong>n sintetizarse <strong>de</strong> la siguientemanera: 1) las ten<strong>de</strong>ncias <strong>de</strong> riesgo indican unincremento en las pérdidas económicas, y unadisminución <strong>de</strong> la mortalidad; 2) las sequíasson consi<strong>de</strong>radas el riesgo oculto, sus impactossociales y económicos en el ámbito local seconcentran <strong>de</strong> manera extremada en las zonasrurales pobres; 3) los esfuerzos globales enmateria <strong>de</strong> reducción <strong>de</strong>l riesgo <strong>de</strong> <strong>de</strong>sastreshan aumentado como resultado <strong>de</strong>l efecto <strong>de</strong>lMarco <strong>de</strong> Acción <strong>de</strong> Hyogo; 4) la gestión<strong>de</strong>l riesgo es la manera más rentable <strong>de</strong> reducirlos riesgos <strong>de</strong> <strong>de</strong>sastres y fomentar el<strong>de</strong>sarrollo, por ello, dar a conocer el riesgo y lamagnitud <strong>de</strong> las pérdidas <strong>de</strong>bería ser una razón<strong>de</strong>cisiva para que los gobiernos actúen enconsecuencia y asuman su responsabilidad encuanto a los niveles <strong>de</strong> riesgo que pue<strong>de</strong>nasumir y transferir; 5) es necesario replantear el<strong>de</strong>sarrollo <strong>de</strong> tal manera que esté asociado conlos riesgos <strong>de</strong> <strong>de</strong>sastre y con los riesgosclimáticos, para ello, la participacióncomunitaria es fundamental; 6) la gestión <strong>de</strong>lriesgo <strong>de</strong> <strong>de</strong>sastres <strong>de</strong>be concentrarse en unainstancia dotada <strong>de</strong> autoridad política paragarantizar la coherencia <strong>de</strong> las políticas públicasy la planificación, por lo que es imperiosoreformar la gobernanza <strong>de</strong>l riesgo.De igual forma, en el reporte también seexpresan tres elementos claves para lograruna exitosa gestión <strong>de</strong>l riesgo: 1) asumir laresponsabilidad <strong>de</strong>l riesgo; 2) integrar lagestión <strong>de</strong> riesgo <strong>de</strong> <strong>de</strong>sastre en losinstrumentos y mecanismos <strong>de</strong> <strong>de</strong>sarrolloexistente; y 3) construir capacida<strong>de</strong>s relativasa la gobernanza <strong>de</strong>l riesgo. Lo anteriorinvolucra el análisis costo-beneficio como unargumento claro para que los gobiernos se<strong>de</strong>n a la tarea <strong>de</strong> invertir en la reducción <strong>de</strong>lriesgo. En este sentido, es necesario tambiénque asuman su responsabilidad y cuenten conuna sistematización <strong>de</strong> la informaciónvinculada con los <strong>de</strong>sastres que les permitaevaluar el impacto y los riesgos. Dichaposición va <strong>de</strong> la mano con la i<strong>de</strong>a <strong>de</strong> queaquellos riesgos que no se puedan reducir,<strong>de</strong>ban ser anticipados y transferidos en elámbito financiero. Todo ello es necesario paraque los gobiernos sean capaces <strong>de</strong> asumir laresponsabilidad <strong>de</strong>l riesgo.En segundo término, la relevancia <strong>de</strong> lagestión <strong>de</strong> riesgo <strong>de</strong> <strong>de</strong>sastre con un enfoqueparticipativo ha cobrado gran relevancia, por loque se ha i<strong>de</strong>ntificado la necesidad <strong>de</strong> que seintegre en los instrumentos y mecanismos <strong>de</strong><strong>de</strong>sarrollo existentes. Esto implica asimismo, lapromoción <strong>de</strong> asentamientos y construccionesseguras; la protección y valoración <strong>de</strong>ecosistemas; la protección social, en particular<strong>de</strong> aquellos estratos sociales con mayoresniveles <strong>de</strong> pobreza y vulnerabilidad; y lautilización <strong>de</strong> sistemas nacionales <strong>de</strong>planificación e inversión pública.En la esfera <strong>de</strong> la construcción <strong>de</strong>capacida<strong>de</strong>s relativas a la gobernanza <strong>de</strong>l riesgo,la voluntad política y las responsabilida<strong>de</strong>s <strong>de</strong>gestión <strong>de</strong> riesgo y <strong>de</strong> adaptación al cambioclimático son esenciales. La vinculación <strong>de</strong> laplanificación y la inversión para el <strong>de</strong>sarrollo<strong>de</strong>be ser categórica, mientras que las acciones yel <strong>de</strong>sarrollo <strong>de</strong> funciones tienen que sercompartidos. Las alianzas entre el gobierno y lasociedad civil <strong>de</strong>ben alimentarse <strong>de</strong>l apoyo <strong>de</strong>iniciativas locales y la rendición <strong>de</strong> cuentas<strong>de</strong> la administración pública.Es importante señalar que como parte <strong>de</strong> laPlataforma Global se <strong>de</strong>sarrolló también laprimera Conferencia Mundial enReconstrucción, organizada por el BancoMundial, las Naciones Unidas y la FacilidadGlobal para la Reducción y Recuperación <strong>de</strong>Desastres. La principal encomienda surgida<strong>de</strong> dicha reunión se inscribe en solicitar lacreación <strong>de</strong> un Marco <strong>de</strong> Reconstrucción yRecuperación que <strong>de</strong>fina <strong>de</strong> una manera másprecisa funciones y responsabilida<strong>de</strong>s <strong>de</strong>ntro<strong>de</strong> estructuras institucionales concretas, a<strong>de</strong>más<strong>de</strong> que haya una capitalización efectiva <strong>de</strong> lasfortalezas <strong>de</strong> los inversionistas, que les permitaa las naciones tomar <strong>de</strong>cisiones y asignarrecursos. Todo ello con la intención <strong>de</strong>compartir tanto los conocimientos como lasdiferentes experiencias adquiridas, establecersistemas <strong>de</strong> monitoreo sólidos y transparentes,así como mejorar los instrumentos y sistemas<strong>de</strong> recuperación y reconstrucción financiera.Al finalizar las activida<strong>de</strong>s <strong>de</strong> la PlataformaGlobal y <strong>de</strong> la Conferencia Mundial enReconstrucción, Margareta Wahlström, larepresentante especial <strong>de</strong> las Naciones Unidaspara la Reducción <strong>de</strong>l Riesgo <strong>de</strong> Desastre,resaltó que el principal reto es ayudar a lospaíses y a las comunida<strong>de</strong>s para implementar lareducción <strong>de</strong> riesgo <strong>de</strong> <strong>de</strong>sastre, mientrasque Zoubida Allaoua, directora <strong>de</strong>lDepartamento <strong>de</strong> Finanzas, Economía yDesarrollo Urbano <strong>de</strong>l Banco Mundial,consi<strong>de</strong>ró que el reto más importante esalinear los esfuerzos <strong>de</strong> reconstruccióninmediatos con el <strong>de</strong>sarrollo a largo plazo,para lo que será necesario cerciorarse <strong>de</strong>que haya acceso a financiamientos <strong>de</strong>reconstrucción seguros, establecer unapráctica <strong>de</strong> reconstrucción global y proveeracceso a la información.Evi<strong>de</strong>ntemente la reducción <strong>de</strong> riesgo<strong>de</strong> <strong>de</strong>sastre <strong>de</strong>be ser prioridad para todas lasnaciones, y si bien es cierto que esimportante contar con estrategiasfinancieras <strong>de</strong> transferencia <strong>de</strong> riesgo, esindiscutible que la mayor inversión es laeducación. El mundo ha sido testigo cómohace tan sólo unas semanas Japón, lanación mejor preparada para prevenir yenfrentar <strong>de</strong>sastres, el país cuya cultura <strong>de</strong>prevención es realmente elevada, sufrió unaconcatenación <strong>de</strong> <strong>de</strong>sastres, la cual, <strong>de</strong>haber ocurrido en naciones como la nuestrarealmente hubiera tenido un impactoinfinitamente mayor. En el caso <strong>de</strong> México,nos toca analizar la política nacional enmateria <strong>de</strong> prevención y valdría la penapreguntarse hasta qué punto las autorida<strong>de</strong>sestán conscientes <strong>de</strong> la falta <strong>de</strong> inversión eneducación. Sería maravilloso po<strong>de</strong>r hablar<strong>de</strong> una extensa cultura <strong>de</strong> prevención a lolargo y ancho <strong>de</strong>l territorio mexicano, noobstante, la realidad apunta a que un paíspreparado necesita ser un país educado. Escierto que el plan curricular <strong>de</strong> la educaciónbásica ha sido enriquecido con contenidosrelacionados con la prevención <strong>de</strong><strong>de</strong>sastres, acción que se <strong>de</strong>be reconocer; apesar <strong>de</strong> ello, realmente meritorio seríacontar con una política integral y visionariaque garantizara la educación para todos losciudadanos, que incluyera un rubro sólido<strong>de</strong> inversión en ciencia, y que a<strong>de</strong>másasegurara la existencia <strong>de</strong> una estructuracohesiva, en la que todas y cada una <strong>de</strong> lasinstancias que están involucradas con laplaneación, el or<strong>de</strong>namiento <strong>de</strong>l territorio, yla gestión <strong>de</strong>l riesgo <strong>de</strong> <strong>de</strong>sastre caminaranjuntas en una misma dirección. Lo anteriorsancionaría la continuidad <strong>de</strong> acciones, lapermanencia y evolución <strong>de</strong> las mismas, yla canalización y aprovechamiento <strong>de</strong> losrecursos para un mismo fin. Lacristalización <strong>de</strong> acciones para llegar a eseestadío, don<strong>de</strong> la cultura <strong>de</strong> la prevenciónsea parte <strong>de</strong> lo cotidiano todavía está lejos<strong>de</strong> nuestras manos, es importante sinembargo, transitar en esa dirección.
