REGIONAL EFFECTS OF SIMPLIFIED EMPLOYMENTON JOB CREATION AND BLACK ECONOMYTÉSITS, RÓBERTIntroductionThe research revealing Hungary’s experiment in legalizing casual employment(TÉSITS, R. – SZENORADSZKI, E. 2010) presented casual work as an atypical formof employment which dinamically spread in Hungary between 2002 and 2009.Regarding its spatial distribution, it gained the most significant role in the mostunderdeveloped regions of the country. The comparison of the national andregional data confirmed the assumption of the study, that the “dark side” of theCasual Employment <strong>Book</strong> (CEB) many times exceeded its initial positive effects.As supposed earlier, not only the number of taken out CEBs, but also the numberof working days had increased dramatically during the last couple of years.Summing up the collected and analized data, the survey concluded that in both thenumber of registered unemployed, illegal workers and CEB-owners had increasedin the concerned region.From the 1 st April, 2010 the category of employment with Casual Employment<strong>Book</strong> ceased, making place for the so-called simplified employment. After thechanges described in this article, employers indicated their warm need for labourforce, in the course of which unemployed with CEB became employed again.However, the fall of rates of unemployment is not the result of economic growthfollowing the crisis, this is indicated by the statistical figures, the empiricalresearches and the interviews with the employers (Figures 1–2). The extendedlabour force need however is not the result of seasonal boom, since this is typicalprimarily for March in building industry, agriculture and tourism.The basis of the research is represented by the related existing and invalidatedlaws published in the Official Gazette, the governmental provisions on illegalwork and abolishment, as well as by several articles published on the Internet andin professional journals, and it has been carried out with document analysis. Thesurvey collected, classified and compared the data of the regional organs of theemployment offices. In addition to these, the study took into account the data ofthe KSH (Central Office of Statistics), as well as the information material relatedto unemployment and employment.
