Definition Provides rigorous definitions so that repeatable results can be obtained.<br />

Purpose Describes the meaning and relevance of the in<strong>di</strong>cator in the assessment.<br />

Necessary data Lists the data needed to build the in<strong>di</strong>cator and provides in<strong>di</strong>cations on how they can be<br />

obtained in practice, taking into account <strong>di</strong>fferent possible organisational models.<br />

Formu<strong>la</strong> Provides the mathematical formu<strong>la</strong> needed for the calcu<strong>la</strong>tion, with a precise definition of<br />

numerator and denominator.<br />

Interpretation Describes the main problems that may arise in the interpretation of results.<br />

Reference standards Each standard almost always presents two levels:<br />

acceptable, which represents the minimum (or maximum) value the in<strong>di</strong>cator<br />

should reach<br />

desirable, which represents the ideal value.<br />

In cases when no standard could be defined, collection of data is suggested and monitoring<br />

of the in<strong>di</strong>cator, so that it may be possible to draw <strong>la</strong>ter on in<strong>di</strong>cations on the soundness,<br />

usefulness, and adequacy of the parameter and the value of the standard to be<br />

defined.<br />
