LEGISLATION AND HEALTH SITUATION IN AQUACULTURE IN TUNISIA.

Abstract:
In Tunisia, the aquaculture production has reached actually 3700 tons per year; which
represents approximately 3 per cent from the total halieutic Tunisian production. This
production has been in continuous increase during these last years. However, it doesn‟t
follow the development expected by the public authorities despite the presence of an
important identified potential which is equivalent to 20 thousand tons.
The aquaculture is under the authority of the ministry of agriculture and hydraulic
resources throughout its state secretary, charged with fishing, in addition to the general
direction of fishing and aquaculture. The sanitary constituent is under the supervision the
general direction of the veterinary services of the same ministry.
The law 94-13 of January 31, 1994 constitutes the aquaculture outline law in Tunisia. On
the other hand, the aquatic sanitary regulation resides at an embryonic stage since the
activity is recent.
Nevertheless, this legislation is from a community inspiration in the case in which Tunisia
is considered as a privileged partner of the European community.
In order to establish an epidemiologic surveillance, a guard national zoo-sanitary center
was created in April 2007.

Résumé
La production actuelle de l’aquaculture en Tunisie est d’environ 3700 tonnes par an, ce
qui représente environ 3 pour cent de la production halieutique totale tunisienne. Cette
production n’a cessée d’augmenter durant ces dernières années. Toute fois, elle n’évolue
pas avec la vitesse attendue par les autorités publiques et ce malgré l’existence
d’important potentiel identifié équivalent à 20 milles tonnes.
L’aquaculture est sous la tutelle du ministère de l’agriculture et des ressources
hydrauliques à travers son secrétariat d’état chargé de la pêche ainsi que la direction
générale de la pêche et de l’aquaculture. Le volet sanitaire est du ressort de la direction
générale des services vétérinaires du même ministère.
La loi 94-13 du 31 janvier 1994 constitue la loi cadre de l’aquaculture en Tunisie. Toute
fois, la réglementation sanitaire aquacole demeure embryonnaire compte tenu du
caractère récent de cette activité. Néanmoins, cette législation est d’inspiration
communautaire dans la mesure ou la Tunisie se considère comme étant un partenaire
privilégié à la communauté européenne.
Afin d’instaurer une surveillance épidémiologique, un centre national de veille zoo
sanitaire à été crée en avril 2007.
