ABSTRACT
This thesis presents some aspects of Fundamental Human Rights, especifically the
rights of people with disabilities or reduced mobility. Exposing the matter some to
confirm people with disabilities as subject of such rights, to confront basic principle of
constituition that is the diginity of the human being, and wich mechanisms to apply to
grant these social rights, to meet democractic state of rights, although the
accessibility is the instrument of exercise of dignity of the human being, and
encourage a debate about the subject, with the purpose of assuring the effective
appliance of equal social development.
