Some programs tried to spurt the constructions of Small Hydropower<br />
Plants (SHPs). Either they failed or presented insignificant<br />
results. With PROINFA (a program that encourages power production<br />
out of alternative sources of energy), there will be a different<br />
story. I believe that PROINFA will be a mark in history that will place<br />
the SHP within the energy matrix in an irreversible way. With the<br />
motivation of public and private investors a type of fast and distributed<br />
generation is found, giving a new economic dimension to the<br />
market and to the sector. New technicians will be formed, the construction<br />
techniques will be improved and the society will benefit as<br />
a whole. The future of SHPs has already begun. We need to use all<br />
the experience of PROINFA's first phase to improve and, above all,<br />
make the whole construction process more dynamic, starting at<br />
the attainment of the authorization until the operation itself. With<br />
all these improvements, this segment of the generation industry<br />
will be a great instrument for the social and economic development<br />
of the country.<br />
