Ao fazer confluir os domínios da digitalização, da
modernização administrativa e da cibersegurança
numa única área governativa, o Governo assume,
claramente, que só uma visão integrada destas áreas
poderá garantir o sucesso da digitalização, enquanto
desafio estratégico do país, tal como identificado no
Programa do XXIII Governo Constitucional.
Esta é uma realidade diversificada e plural, mas os
desafios que apresenta são colocados à sociedade
como um todo, onde as condições de cidadão,
empresa ou entidade pública estão destinadas a
cruzar-se.
A articulação destes domínios encontra-se alinhada
com as estratégias europeias e responde, no
essencial, às prioridades de ação refletidas no
Plano de Recuperação e Resiliência (PRR), com um
investimento superior a 22% do total destinado à
capacitação digital das pessoas, à transformação
digital das empresas e à digitalização da
administração pública.
MUNDO DE OPORTUNIDADES E RISCOS
A realidade atual e a evolução tecnológica
revelam-nos um mundo de oportunidades e um
mundo de riscos e de ameaças cada vez mais
sofisticadas e com motivações muito diversificadas
e complexas. Neste contexto, a promoção de uma
utilização segura, saudável e consciente da internet
pelos jovens potencia uma cidadania digital mais
informada e inclusiva.
Neste âmbito, o Centro Internet Segura é um caso de
uma parceria de sucesso, uma vez que é coordenado
pelo Centro Nacional de Cibersegurança, em
consórcio com a Direção Geral da Educação, o
Instituto Português de Juventude, a Fundação para
a Ciência e a Tecnologia, ao qual se associam a
APAV - Associação Portuguesa de Apoio à Vítima e
a Microsoft.
Para trilhar este caminho de transição digital,
temos também de consolidar as iniciativas de
formação digital da comunidade escolar nas
escolas e de reforço de equipamentos. Tal como o
é feito no programa Escola Mais Digital, que propõe
universalizar nas escolas - aos alunos e aos professores
- o acesso a equipamentos e internet, bem como a
recursos educativos digitais de qualidade até 2023.
É indubitável que as respostas a estes desafios
assentam em políticas públicas destinadas à
capacitação e inclusão digital das pessoas, à
transformação digital do setor empresarial, com
especial foco no empreendedorismo, e num Estado
mais digital, moderno, humano e mais presente.
Só apostando em competências digitais se criam
as condições para um país digital, capaz de atrair
investimento, promover a inovação e desenvolver
uma economia e o bem-estar social, sem deixar
ninguém para trás.
By bringing together the areas of digitalization,
administrative modernization, and cybersecurity in a
single governmental area, the Government clearly
assumes that only an integrated vision of these areas
can guarantee the success of digitalization as a
strategic challenge for the country, as identified in
the XXIII Constitutional Government’s Program.
This is a diverse and plural reality, but the challenges it
presents are posed to society as a whole, where the
conditions of citizen, company, or public entity are
bound to intersect.
The articulation of these areas is aligned with
European strategies and essentially responds to the
priorities for action reflected in the Recovery and
Resilience Plan (RRP), with an investment of over 22%
of the total allocated to the digital empowerment of
people, the digital transformation of companies and
the digitalization of public administration.
WORLD OF OPPORTUNITIES AND RISKS
The current reality and technological evolution
reveal to us a world of opportunities and a world of
increasingly sophisticated risks and threats with very
diverse and complex motivations. In this context,
promoting the safe, healthy and conscious use of the
internet by young people fosters a more informed
and inclusive digital citizenship.
In this context, the Safe Internet Center is a case of
a successful partnership, since it is coordinated by
the National Center for Cybersecurity, in consortium
with the Directorate General for Education, the
Portuguese Youth Institute, the Foundation for Science
and Technology, APAV - Portuguese Association for
Victim Support and Microsoft.
In order to follow this digital transition path, we must
also consolidate the digital training initiatives for the
school community in schools and the reinforcement
of equipment. As is done in the Escola Mais Digital
program, which proposes to universalize in schools
- to students and teachers - access to equipment
and internet, as well as to quality digital educational
resources by 2023.
There is no doubt that the answers to these challenges
lie in public policies aimed at the training and
digital inclusion of people, the digital transformation
of the business sector, with a special focus on
entrepreneurship, and in a more digital, modern,
human, and more present State.
Only by investing in digital skills can we create the
conditions for a digital country, capable of attracting
investment, promoting innovation, and developing
an economy and social welfare, without leaving
anyone behind.
