Vivemos um momento de aceleração
da transformação digital da sociedade,
explorando novos paradigmas, a
utilização de tecnologias disruptivas e
apostando na inovação como motor da
competitividade. O “digital” revoluciona
cadeias de valor, modelos de negócio e
propõe novas formas de trabalho e vida
em sociedade.
Segundo dados do Instituto Nacional de
Estatística, em dois anos de pandemia
Portugal chegou a ter mais de um milhão
de pessoas em teletrabalho. Momentos
de crise como estes potenciam e
aceleram a mudança, criam novas
oportunidades para responder de forma
inovadora aos desafios que se impõem.
Cabe aos Estados, às sociedades como
um todo e aos indivíduos aproveitarem
estes momentos para transformações
positivas.
A estratégia digital portuguesa traça um
caminho de transformação, apoiando
a transição digital das pessoas,
da economia e da administração
pública, adaptando regimes jurídicos
e regulamentares, promovendo
ecossistemas e incentivos à inovação e o
reforço de infraestruturas digitais seguras
e confiáveis, com cobertura e acesso
alargados. Mas preparar o país para a
transição digital implica, sobretudo, um
investimento nas competências digitais
dos cidadãos, uma aposta no talento e
nas pessoas.
Uma resposta eficaz ao desafio da
transição digital tem de garantir a
coesão social no território, transversal
a todas as gerações, e ser uma maisvalia
para enfrentar os desafios das
alterações climáticas ou do combate às
desigualdades.

in the digital transformation of society,
exploring new paradigms, the use of
disruptive technologies and betting on
innovation as a driver of competitiveness.
The “digital” revolutionizes value chains,
business models and proposes new ways
of working and living in society.
According to data from the National
Institute of Statistics, in two years of the
pandemic Portugal had more than a
million people teleworking. Moments
of crisis such as these enhance and
accelerate change, create new
opportunities to respond in an innovative
way to the challenges that are imposed.
It is up to States, societies as a whole, and
individuals to take advantage of these
moments for positive transformations.
The Portuguese digital strategy outlines
a path of transformation, supporting the
digital transition of people, the economy
and the public administration, adapting
legal and regulatory regimes, promoting
ecosystems and incentives for innovation,
and strengthening secure and reliable
digital infrastructures with wide coverage
and access. But preparing the country for
the digital transition implies, above all, an
investment in the digital skills of citizens, a
bet on talent and people.
An effective response to the challenge
of the digital transition must ensure
social cohesion in the territory, across all
generations, and be an asset to face the
challenges of climate change or the fight
against inequalities.
