INVESTIŢII
Investiţiile nete reprezintă cheltuielile destinate
creării de noi mijloace fixe, dezvoltării,
modernizării şi reconstrucţiei celor existente,
precum şi valoarea serviciilor legate de transferul
de proprietate asupra mijloacelor fixe existente şi
al terenurilor preluate cu plată de la alte unităţi
(taxe notariale, comisioane, cheltuieli de
transport, de manipulare etc.). Nu se cuprind în
volumul investiţiilor nete valoarea terenurilor, a
mijloacelor fixe din ţară şi din import, care au mai
fost înregistrate ca mijloace fixe la alte unităţi din
ţară, valoarea aporturilor, sumele acordate în
avans terţilor, precum şi contravaloarea
cumpărărilor de obiective în curs de execuţie,
inclusiv de natura lucrărilor geologice
(considerându-se investiţii doar sumele cheltuite
ulterior cumpărării lor, pentru continuarea
procesului de investiţii).
Investiţiile cuprind următoarele elemente de
structură: lucrări de construcţii (inclusiv lucrări de
instalaţii şi de montaj al utilajelor tehnologice şi
funcţionale); utilaje (cu şi fără montaj); mijloace
de transport; alte cheltuieli de investiţii (cheltuieli
pentru lucrări geologice şi de foraj, pentru
cumpărarea animalelor de muncă, de producţie
şi reproducţie, plantaţii de viţă de vie, pomi,
împăduriri, cheltuieli pentru achiziţionarea
obiectelor de inventar gospodăresc de natura
mijloacelor fixe, cheltuieli pentru studiile de
cercetare şi proiectare legate de obiectivele de
investiţii şi pentru serviciile aferente transferului
de proprietate).
Cercetarea statistică privind investiţiile este de
tip selectiv. Pentru extragerea eşantionului se
utilizează sondajul stratificat simplu aleator în
care straturile sunt definite în funcţie de
activitatea şi mărimea întreprinderii.
Fac obiectul cercetării statistice operatorii
economici, unităţile social-culturale, unităţile
administraţiei publice centrale şi locale.
Pentru reîntregirea volumului de investiţii la
nivelul economiei naţionale se determină volumul
investiţiilor făcute în gospodăriile populaţiei, pe
baza următorilor indicatori:
• achiziţii de animale şi cumpărări de utilaje
agricole;
• cheltuieli pentru plantaţii de viţă de vie şi pomi.
Indicii de volum se determină prin deflatarea
datelor cu un indice calculat pe baza:
a) indicelui de cost în construcţii pentru lucrările
de construcţii noi;
b) indicilor preţurilor de producţie din industrie
pentru utilajele noi achiziţionate din ţară, pentru
mobilier şi alte obiecte de inventar;
c) indicilor de preţ pe piaţa ţărănească pentru

Net investments represent the expenditure for
new fixed assets, development, modernisation
and reconstruction of existent ones, as well as
the value of services related to the ownership
transfer over the existent fixed assets and over
the lands taken over from other units with
payment (notary fees, commissions, transport
expenditure, handling etc.). The volume of net
investments does not include the value of lands,
of fixed assets from the country and from import,
which have been already registered as fixed
assets in the other units from the country, the
value of contributions, the amounts granted in
advance to third parties, as well as the
equivalent value of purchased objectives under
execution, including geological works (being
considered investment only the amounts spent
after their purchase, in order to carry on the
investment process).
Investments include the following structure
elements: construction works (including
installation works and assembly of technological
and functional equipment); equipment (with and
without assembly); transport means; other
investment expenditure (expenditure for
geological works and drilling, for purchasing
labour, production and reproduction animals,
vineyards, tree plantations, afforestations,
expenditure for purchasing household inventory
objects such as fixed assets, expenditure for
research and design studies related to
investment objectives and for services related to
ownership transfer).
The statistical survey on investments is selective.
In order to take over the sample, a simple
stratified survey is used, where strata are defined
according to the enterprise activity and size.
Economic operators, social-cultural units, public,
central and local administration units are subject
to the statistical survey.
In order to complete the investment volume at
the level of national economy, the investment
volume in population households is determined
based on the following indicators:
• purchases of animals and agricultural
equipment;
• expenditure for vineyards and fruit tree
plantations.
Volume indices are determined by deflating the
data with an index calculated based on:
a) the construction cost index for new
construction works;
b) industrial production cost indices for new
equipment purchased in the country, for furniture
and other inventory objects;
c) price indices on the peasant market for
