SECURITY & ANTI-TERRORISM
In Russia the Federal Law No. 35 On counter-terrorism is in force. The Decree of the RF Government dated on March
25, 2015 No. 272 approved the requirements for anti-terrorist protection of crowded places and facilities (territories).
On July 2016, to enhance antiterrorism protection two federal laws were adopted (so-called “package of Yarovaya”).
On expert estimation to realize new requirements it is necessary the following funds:
● For Russian Post (State mail operator) – US $ 8 billion to buy examination equipment and US $ 1.6 billion per year f
or maintenance of these equipment and staff salaries dealing with screening procedure;
● For another post operators and logistic companies –up to US $ 2.9 billion.
● For cell operators – US $ 32 billion (according to Russian mobile operators).

PROTECTION OF HOTELS
AND ACCOMMODATIONS
During preparation for World
Cup 2018 and XXIX World
Winter Universiade 2019
special attention is paid to
safety, counter-terrorism
security and fire protection
of hotels and other accommodations.
In the List of
FIFA Principal Requirements
on the Key Facilities of Infrastructure
of Cities - World
Cup Organizers the 2011
edition hotels infrastructure
requirements are clearly
marked. In particular, the 4
* and 5 * hotels, as well as
hotels for accommodation
of FIFA representatives,
the teams and the referees
must “conform to the
highest international security
standards”.
On April 26, 2017 the
RF Government Decree On
Approval of Requirements
for Anti-Terrorist Protection
of Hotels and Other Accommodations,
Providing
Accommodation Services,
and Forms of Security Data
Sheets of These Facilities
entered into force. According
to the requirements, all
hotels must be equipped
with video surveillance,
alarm systems and evacuation
management and
lighting system.
For hotels of the first,
second and third categories,
it is mandatory to
equip checkpoints with
metal detectors, and
periodically bypass and
inspect their territory,
premises and underground
communications.

PROTECTION
OF CULTURE VENUES
On February 11, 2017 the
RF Government approved
the requirements for antiterrorist
protection of facilities
(territories) in culture sphere
and the form of the security
passport for such facilities
(territories).
In accordance with new
requirements, antiterrorist
protection of culture venues
(territories) is ensured by
implementing information
security measures,
equipment by emergency
notification systems. In
addition, the first category
facilities are equipped with
modern CCTV system and
an additional fence.
Top managers - facilities
owners have the right to equip
facilities with higher protection
class security systems.

requirements for the antiterrorist
protection of trade
facilities (territories) and the
form of the security passport
of such facilities had been
