In Russia the Federal Law No. 35 On counter-terrorism is in force. The Decree of the RF Government dated on March<br />

25, 2015 No. 272 approved the requirements for anti-terrorist protection of crowded places and facilities (territories).<br />

On July 2016, to enhance antiterrorism protection two federal laws were adopted (so-called “package of Yarovaya”).<br />

On expert estimation to realize new requirements it is necessary the following funds:<br />

● For Russian Post (State mail operator) – US $ 8 billion to buy examination equipment and US $ 1.6 billion per year f<br />

or maintenance of these equipment and staff salaries dealing with screening procedure;<br />

● For another post operators and logistic companies –up to US $ 2.9 billion.<br />

● For cell operators – US $ 32 billion (according to Russian mobile operators).<br />

Winter Universiade 2019<br />

special attention is paid to<br />

safety, counter-terrorism<br />

security and fire protection<br />

of hotels and other accommodations.<br />

Cup Organizers the 2011<br />

edition hotels infrastructure<br />

requirements are clearly<br />

marked. In particular, the 4<br />

* and 5 * hotels, as well as<br />

hotels for accommodation<br />

of FIFA representatives,<br />

the teams and the referees<br />

must “conform to the<br />

highest international security<br />

standards”.<br />

On April 26, <strong>2017</strong> the<br />

RF Government Decree On<br />

Approval of Requirements<br />

for Anti-Terrorist Protection<br />

of Hotels and Other Accommodations,<br />

Providing<br />

Accommodation Services,<br />

and Forms of Security Data<br />

Sheets of These Facilities<br />

entered into force. According<br />

to the requirements, all<br />

hotels must be equipped<br />

with video surveillance,<br />

alarm systems and evacuation<br />

management and<br />

lighting system.<br />

For hotels of the first,<br />

second and third categories,<br />

it is mandatory to<br />

equip checkpoints with<br />

metal detectors, and<br />

periodically bypass and<br />

inspect their territory,<br />

premises and underground<br />

communications.<br />

OF CULTURE VENUES<br />

On February 11, <strong>2017</strong> the<br />

RF Government approved<br />

the requirements for antiterrorist<br />

protection of facilities<br />

(territories) in culture sphere<br />

and the form of the security<br />

passport for such facilities<br />

(territories).<br />

In accordance with new<br />

requirements, antiterrorist<br />

protection of culture venues<br />

(territories) is ensured by<br />

implementing information<br />

security measures,<br />

equipment by emergency<br />

notification systems. In<br />

addition, the first category<br />

facilities are equipped with<br />

modern CCTV system and<br />

an additional fence.<br />

Top managers - facilities<br />

owners have the right to equip<br />

facilities with higher protection<br />

class security systems.<br />

FACILITIES<br />

On October 19, <strong>2017</strong> the<br />

requirements for the antiterrorist<br />

protection of trade<br />

facilities (territories) and the<br />

form of the security passport<br />

of such facilities had been<br />

approved. The RF Government<br />

Decree establishes<br />

three categories of trade<br />

facilities (territories), which<br />

are equipped with: CCTV,
