Agriculture's proposed action to reduce nutrient losses and greenhouse gas emissions<br />

from agriculture, published 2010. It points out that it could foresee actions that might<br />

reduce emissions from agriculture much more than the eight percent that the proposal<br />

aim for but that this hardly makes sense as long as consumption patterns remain the<br />

same: "Nothing is gained if production moves and operates with equal or greater<br />

impact elsewhere. " This reasoning is based on the overarching new Generational goal<br />

in the national system of environmental quality objectives: “The overall goal of<br />

Swedish environmental policy is to hand over to the next generation a society in which<br />

the major environmental problems in Sweden have been solved, without increasing<br />

environmental and health problems outside Sweden’s borders. "<br />

3.5.2 LRF's proposals<br />

Sweden needs to pursue a more action-oriented policy based on all the relevant knowledge,<br />

cost-effectiveness and impact assessments. LRF wants to contribute actively and<br />

constructively to such a policy, and therefore wish that the Government urgently to take a<br />

holistic approach and work with both the LRF and other stakeholders so that the Baltic Sea<br />

can be restored in the quickest and most cost-effective way. Some additional examples of<br />

proposals to the Government, in addition to the more comprehensive proposals presented<br />

above, are as follows:<br />

Ensure an efficient, cost-effective coordination of measures to reduce eutrophication in<br />

the Baltic Sea within Sweden's national action program under the EU Water Framework<br />

Directive, the Marine Strategy Framework Directive and the HELCOM BSAP.<br />

In various ways, stimulate, inspire and ensure that the Baltic Sea countries try to fund and<br />

execute joint efforts to combat eutrophication within the Rural Development Program<br />

(Second pillar of the EU's Common Agricultural Policy).<br />

Ensure that Swedish LOVA funding for local water projects from 2014 onwards at least<br />

are raised to previous levels and targeting the eutrophication problem.<br />

Ensure continued support to Baltic Deal, a major, international collaboration project to<br />

improve farmers’ and advisors' knowledge of agri-environmental issues around the Baltic<br />

Sea with a focus on nutrient management.
