ABSTRACT
DEVELOPMENT AND TRANSFORMATION OF SPECIAL PROVINCIAL
ADMINISTRATION IN TURKEY
Effects of the rapid change and transformation process in the world can also be
seen in the field of public administration. This process also brings new problems. In
order to deal with problems and keep up with developments has become both necessity
and obligation to reform public adminitration systems. Therefore, reform studies were
carried out in the Turkish Administrative system.
The most important change in the recent period from the point of view of special
provincial administrations is the repealing of the Special Provincial Administrative
Code numbered 3360 and promulgation of the Special Provincial Administrative (SPA)
Code numbered 5302. Through the new Special Provincial Administrative code; the
establishment, organs, administration, tasks, authorizations, responsibilities, working
methods and Essentials were re-organized. This code has brought many changes for
special provincial administrations.
In the investigation part of the thesis, reform studies fort he SPA that have been
established so as to correspond to the people’s local common needs have been
determined beginning from Otoman Empire up to now, but focused on SPA 5302. We
look at the problems up to now, the changes that have been made, and the aspects of
SPA 5302 that aim to make special administration law effective, modern, fruitful and
transparent local administration units. The problems encountered up to now and the
suggested solutions has described and the content of new structures of SPA 5302 in
public administration reform extent have been discussed comparing the old and the new
law.
As a result it was found out that SPA 5302 is more effective, autonomous and
participant than SPA 3360.
