(, , , ) , , , , . .39) 연합 관계는 특정한 이슈나 전략을 중심으로 참여하는 조직들이 협조적인 관계를 맺는 것을말한다. 개별적인 행동만으로는 문제 해결이 쉽지 않을 경우 이러한 연합관계를 형성하는 것이 일반적이다. 여기서는 참여하는 조직들이 대표를 선발하고 운영위원회 같은 조직을 구성하여 공동 행동을 취하게 된다. 별개의 조직이지만 특정 이슈에 대해 하나의 조직처럼 행동할수 있다는 것이 큰 장점이다.반면, 연맹 관계는 유사한 목적을 지닌 조직들이 영구적이고 전문적인 직원을 둔 대규모의 조직 관계망을 갖는 것이다. 이 관계 속에서 각 조직들은 각각의 이슈에 해해서 계속적인 협의를할 필요가 없으며, 전문 직원들이 회원조직들을 대표하여 필요한 활동을 하게 되고 회원조직들에게 기술적인 지원을 제공한다(최일섭⋅류진석, 1996).⁌- 184 -⁍
