Radio communication<br />
Lyngby Radio has kept a log of the VHF calls on channel 16 in the time between 0530<br />
hrs. - 0600 hrs. In the mentioned period they observed 12 calls.<br />
The first was between two males passing a message in english. They spoke with a<br />
foreign accent<br />
The second and the following 10 calls were in Danish and was the skipper of TARA.<br />
The last call was a reply from REBECCA ROUSING.<br />
10 minutes passed from TARA’s first call until REBECCA ROUSING replied.<br />
Conclusion<br />
• In the crossing situation REBECCA ROUSING failed to give way to TARA in<br />
accordance with rule 15 of the COLREGS.<br />
• The look-out on REBECCA ROUSING was inadequate and the mate did not<br />
observe TARA in due time.<br />
• REBECCA ROUSING did not use a designated look-out during dark hours in<br />
congested and narrow water.<br />
• The look-out on TARA was inadequate and TARA should have kept REBECCA<br />
ROUSING under continuous observation until the crossing situation was clarified.<br />
Recommendations<br />
• The ship owner is recommended to establish a watch keeping procedure to<br />
maintain a proper look out.<br />
