Metrologie für die Gesellschaft
In weiten Bereichen des täglichen Lebens
besteht ein besonderes öffentliches Interesse
an richtigen Messergebnissen und zuverlässigen
Messeinrichtungen. In diesem Geschäftsbereich
ist es Aufgabe der PTB (Mission),
„Messtechnik und -verfahren zum angemessenen
Schutz der Verbraucher im geschäftlichen
und amtlichen Verkehr, der arbeitenden
Bevölkerung im beruflichen Umfeld, zum
Erhalt und der Wiederherstellung der Gesundheit,
für die persönliche und industrielle
Sicherheit sowie zum Schutz der Natur und
Umwelt“ zur Verfügung zu stellen und
einzusetzen. Ein Schwerpunkt in diesem
Bereich ist noch die Bauartzulassung bzw.
Prüfung von Messgeräten im Rahmen nationaler
oder europäischer Rechtsvorschriften
(im Wesentlichen: Eichgesetz), zum Beispiel
auf den Gebieten
• Energiemesstechnik für elektrische Energie,
Gas und Wasser (Wärme, Kälte)
• Sicherheit im Straßenverkehr
(Geschwindigkeitsüberwachung, Atemalkohol)
• Elektromagnetische Verträglichkeit (EMV)
• Umweltmesstechnik (Absolutmessungen
in der Schadstoff- und Spurenanalyse,
Lärmschutz etc.).
Die meisten Bauartzulassungen erfüllt die
PTB auf der Grundlage des Eichgesetzes. Eine
Novellierung dieses Gesetzes ist aufgrund
der Umsetzung der Europäischen Messgeräterichtlinie
für 2006 in Vorbereitung, zu der
die PTB maßgeblich beiträgt, um der Industrie
auch künftig das erforderliche Konformitätsbewertungsverfahren
anbieten zu können.
Der Erhalt bzw. die Wiederherstellung der
Gesundheit der Bürger ist ein elementares
Bedürfnis der Gesellschaft. Die PTB ist gemäß
Medizinproduktegesetz zuständig für die
Sicherstellung der Einheitlichkeit des Messwesens
in der Medizin. Sie leistet hierzu
durch die Bereitstellung eines hochentwickelten
und zuverlässigen Messwesens für die
Medizin einen entscheidenden Beitrag. Dazu
zählen zum einen die Entwicklung neuer
oder die Verbesserung bereits existierender
Messverfahren für Diagnostik und Therapiekontrolle.
Zum anderen leistet die PTB entscheidende
Beiträge durch Entwicklung von
Normalen und Normalmesseinrichtungen,
beispielsweise für die Dosimetrie ionisieren-

In wide areas of everyday life, the public has
a great interest in correct measurement results
and reliable measuring facilities. In this area,
it is the task of the PTB (its mission) “to make
available, and use, measuring techniques and
procedures for the reasonable protection of
the consumers in commercial and official
transactions and of the active population in
their job environment, for the conservation
and restoration of health, for personal and
industrial security as well as for the conservation
of nature and the protection of the
environment”. One focus in this area still is
the type approval and examination of measuring
instruments under national or European
law (basically: Verification Act), for
example in the fields of
• energy measuring technique for electrical
energy, gas and water (heat, cold)
• security in road traffic (speed monitoring,
breath alcohol control)
• electromagnetic compatibility (EMC)
• environmental measuring techniques
(absolute measurements in pollutant and
trace analysis, noise protection, etc.).
PTB performs most of the type approvals on
the basis of the Verification Act. In view of the
implementation of the European Measuring
Instruments Directive in 2006, an amendment
of this Act is under preparation. PTB will
considerably contribute to this Directive to be
able to continue offering the required conformity
assessment procedure to industry also
in future.
The conservation and restoration of the citizens’
health is an elementary need of society.
Under the Medical Devices Act, the PTB is
responsible for safeguarding the uniformity of
measurement in medicine to which it makes
an important contribution by providing a
highly developed and reliable metrology
system. This contribution encompasses not
only the development of new, or the improvement
of existing, measurement methods for
diagnostics and therapy control and the
production of standards and standard measuring
devices, for example for the dosimetry
of ionizing radiation, ultrasound diagnostics,
medical devices with a measuring function
but also activities to trace back analytical
measurements in the field of clinical chemistry
to the SI units and the mole in particular.
