Internationale Angelegenheiten
Durch die zunehmende Globalisierung von
Wirtschaft und Handel wächst auch die
internationale Bedeutung der Metrologie. Im
Geschäftsbereich „Internationale Angelegenheiten“
ist es Aufgabe der PTB (Mission), „zur
internationalen Einheitlichkeit des Messwesens
und damit zum Abbau nicht tarifärer
Handelshemmnisse beizutragen“. Hierzu
dienen Kooperationen mit anderen nationalen
Metrologieinstituten, maßgebliche Mitarbeit
in den internationalen Gremien und technisch-ökonomische
Zusammenarbeit mit
Entwicklungs- und Schwellenländern.
Wesentliches Element der Kooperation mit
Partnerinstituten sind internationale „Key
Comparisons“ von Normalen und Normalmesseinrichtungen
und sich daraus ableitende
F&E-Arbeiten. Im Rahmen der in jüngster
Zeit abgeschlossenen internationalen Abkommen
zur gegenseitigen Anerkennung von
Messergebnissen und Zertifikaten der nationalen
Metrologieinstitute und der akkreditierten
Prüf- und Kalibrierlaboratorien kommt
diesen Vergleichen besondere Bedeutung zu.
Die weltweite Angleichung von Anforderungen
und Prüfvorschriften im gesetzlichen
Messwesen dient dem Abbau nichttarifärer
Handelshemmnisse und damit der exportorientierten
deutschen Messgeräteindustrie. Mit
diesen Zielen arbeitet die PTB aktiv in OIML
und WELMEC mit. Ein internationales Abkommen
zur gegenseitigen Anerkennung von
Bauartprüfungen (Mutual Acceptance Arrangement
(MAA) ist 2003 verabschiedet worden.
Bis zum Wirksamwerden im Jahr 2006
unterstützt die PTB die Wirtschaft mit bilateralen
Abkommen.
Die Anforderungen an die Metrologie werden
in Zukunft sowohl vom Umfang als auch von
der Komplexität her stetig wachsen, so dass
ein einzelnes Institut nicht sämtlichen Ansprüchen
auf Dauer genügen kann. Koordination
und Kooperation bei F&E und Dienstleistungen
sind daher unumgänglich. Dies gilt
weltweit und insbesondere für Europa.
Die PTB wird bei der Entwicklung und Gestaltung
der europäischen und globalen
Metrologie weiter eine führende Rolle einnehmen
und ihre Erfahrungen aus den nationalen
Netzwerken einbringen. Dabei werden die

As a consequence of the increasing globalization
of trade and economy, the international
importance of metrology is increasing as well.
In the field “International Affairs”, it is the
task of the PTB (its mission) “to contribute to
the international uniformity of metrology and
thus to removing non-tariff barriers to trade”.
To carry out this task, it cooperates with other
national metrology institutes, makes substantial
contributions to the work of international
bodies and cooperates both in the technical
and in the economic field with developing
and newly industrialized countries.
One essential element of the cooperation with
partner institutes are international key comparisons
for standards and standard measuring
devices and derived research and development
work. Within the scope of the international
agreements concluded recently with a
view to achieving mutual recognition of
measurement results and certificates of the
national metrology institutes and accredited
test and calibration laboratories, these comparisons
are of particular importance.
The global harmonization of requirements
and testing regulations in legal metrology
serves to remove non-tariff barriers to trade
and thus the export-oriented German measuring
instrument industry. With these objectives,
the PTB actively cooperates in the OIML
and in the WELMEC. In 2003, an international
Mutual Acceptance Arrangement (MAA) for
type approvals was adopted. Until it becomes
effective in 2006, PTB will support economy
by bilateral agreements.
The requirements to be met by metrology will
in future continuously increase as regards
their scope and complexity so that an individual
institute in the long run cannot satisfy
all demands. Coordination and cooperation as
regards research and development are therefore
indispensable. This is valid worldwide
and particulary for Europe.
The PTB will continue to play a leading role
in the development and shaping of the European
and global metrology system and profit
from the experience it has gained in national
networks. The plans of the European Commission
for the shaping of the European
