Summary: Up to 25 awards for lecturing,<br />

lecturing/research and research are available.<br />

Up to six awards for the community college<br />

administrators 2-week seminar. See also Fulbright<br />

Program Overview: The program is open both to<br />

academics and professionals. The academic year<br />

in Russia consists of two semesters, generally<br />

beginning the first week of September and the<br />

first week of February. Affiliations are available at<br />

a wide range of Russian academic institutions, but<br />

grantees are particularly encouraged to consider<br />

placement in the regions (that is, not Moscow<br />

or St. Petersburg) where American scholars and<br />

teachers will typically find a more supportive,<br />

enthusiastic reception. Recent successful<br />

affiliations have been at institutions in Irkutsk,<br />

Izhevsk, Kaliningrad, Kazan, Novosibirsk,<br />

Petrozavodsk, Pskov, Rostov-on-the-Don, Tomsk,<br />

Tula, Vladivostok, Vologda, Volgograd, Voronezh,<br />

Ulan Ude, Yekaterinburg and Yoshkar-Ola among<br />

others. Staff at the Moscow Fulbright Office will<br />

do everything possible to facilitate placement<br />

requests based on prior academic contacts, if<br />

available, between grantees and possible host<br />

institutions. Grantees traveling with children have<br />

successfully enrolled their children at a variety of<br />

English and Russian language schools, depending<br />

upon their needs. Information on current activities<br />

Grantees are required to enter Russia on a U.S.<br />

passport with a Russian visa.<br />

ADMINISTRATORS SEMINAR<br />

Category: Seminar<br />

Grant Activity: Participate in a group seminar<br />

that will focus on the role of community<br />

colleges in higher education and the local<br />

community. Exchange knowledge and best<br />

practices with Russian administrators in postsecondary<br />

education to lay the groundwork for<br />

institutional partnerships, faculty and student<br />

exchanges and internships. The overall objective<br />

is to strengthen the ability of U.S. and Russian<br />

institutions to prepare students for success in<br />

the global economy. The program includes an<br />

initial multi-day seminar in which Americans<br />

will explain how the U.S. community college<br />

system develops educational programs<br />

that combine workforce training and civic<br />

education and prepares students for additional<br />

higher education. Americans will familiarize<br />

themselves with Russian institutions. In the<br />

second part of the program, Americans will<br />

make site visits to Russian institutions and meet<br />

with senior administrators and government<br />

officials and community representatives.<br />

country.<br />

Length of Grant: 2 weeks<br />

Starting Date: April 2010<br />

Comments: Applicants must have a minimum<br />

of 5 years experience in community college<br />

administration. Applicants must be mid- to<br />

senior-level community college administrators,<br />

including presidents, vicepresidents, provosts,<br />

deans and other individuals with institutional<br />

authority for program development and<br />

international outreach. Applicants should<br />

be able to discuss issues concerning the<br />

U.S. system of higher education, the role of<br />

community colleges in this system and in<br />

local communities. Individuals without prior<br />

professional connections to Russia and whose<br />

home institutions do not have an established<br />

partnership or affiliation with Russian<br />

institutions of higher learning are encouraged<br />

to apply. Individual applicants or their home<br />

colleges should have an interest in and the<br />

basis for continued collaboration in one or<br />

more of the following fields: IT and technology<br />

(computer science, applied electronics, etc.),<br />

government service or public administration,<br />

finance and accounting, energy sector (oil<br />

and gas industries), hospitality and tourism,<br />

environmental sciences or natural resource<br />

management, public health. Individuals with<br />

interests in other fields are encouraged to contact<br />

opportunities for increased community college<br />

participation in the Fulbright program with<br />

Russia; to share knowledge in specific fields; to<br />

develop new curricula and introduce innovative<br />

pedagogy; to impart a global perspective into<br />

courses at colleges and universities in both<br />

countries and to assist student exchanges.<br />
