Baitullah Mehsud is a Pashtun from <strong>the</strong> Mehsud tribe. A prominent figure in <strong>the</strong> Waziristan tribal<br />
region of Pakistan, he was instrumental in <strong>the</strong> short-lived Srarogha peace accord between government<br />
forces and <strong>the</strong> newly formed Taliban of Pakistan. He allegedly ordered <strong>the</strong> assassination of<br />
former Prime Minister Benazir Bhutto.<br />

Hafiz Muhammad Saeed is <strong>the</strong> supposed leader of Jama’at ud Da’wah, Pakistan. He is formerly a<br />
professor of <strong>Islamic</strong> Studies at <strong>the</strong> University of Engineering and Technology, Lahore, Pakistan.<br />
His group is suggested to have inflicted severe causalities on Indian forces in <strong>the</strong> disputed Kashmir<br />
region as well as terror attacks on <strong>the</strong> Indian parliament house in New Delhi. He is <strong>the</strong> founder of<br />
<strong>the</strong> Pakistani-based Lashkar-e-Taiba militant group, which is alleged to have organized <strong>the</strong> 2008<br />
Mumbai attacks.<br />

This is <strong>the</strong> assumed name of Isam Mohammad Tahir al Barqawi, an Islamist Jordanian-Palestinian<br />
writer. He has been <strong>most</strong> <strong>influential</strong> as <strong>the</strong> spiritual mentor of Jordanian terrorist Abu Musab<br />
al Zarqawi—<strong>the</strong> initial leader of Al Qaeda in Iraq. He is currently in <strong>the</strong> custody of <strong>the</strong> Jordanian<br />
government. His pro-militant website (www.tawheed.ws) continues to operate.<br />
INDIAN-ADMINISTERED KASHMIR<br />

Maulana Masood Azhar is a Muslim separatist fighting in Indian-administered Kashmir. He is <strong>the</strong><br />
supposed leader of Jaish-e-Mohammad, which is accused of many deadly attacks on Indian targets,<br />
one of which targeted <strong>the</strong> parliament house in Delhi in December 2001.<br />

Abu Bakar Bashir is an Indonesian Muslim cleric and leader of <strong>the</strong> Indonesian Mujahedeen Council<br />
(MMI). He runs <strong>the</strong> Al Mukmin boarding school in Ngruki, Central Java. It is alleged that he is <strong>the</strong><br />
spiritual head of Jemaah Islamiyah with supposed links to Al Qaeda; a suggestion he has denied,<br />
stating that he does not believe Jemaah Islamiyah exists.<br />
