implementation <strong>of</strong> <strong>the</strong> Convention.<br />
Respectful <strong>of</strong> <strong>the</strong> Convention as a whole: The<br />
Convention is indivisible and its articles are<br />
interdependent. One article is not more important than<br />
ano<strong>the</strong>r. Questions, <strong>the</strong>re<strong>for</strong>e, should not imply a<br />
hierarchy <strong>of</strong> rights or focus on paramount issues.<br />
Respectful <strong>of</strong> <strong>the</strong> Convention’s general principles: In<br />
analyzing and evaluating implementation <strong>of</strong> each article,<br />
consideration should be given to <strong>the</strong> four general<br />
principles <strong>of</strong> <strong>the</strong> Convention: non-discrimination, best<br />
interests <strong>of</strong> <strong>the</strong> child, maximum survival and<br />
development, and respect <strong>for</strong> <strong>the</strong> child’s views (articles 2,<br />
3, 6 and 12).
