Based Rehabilitation has produced a <strong>for</strong>eign policy<br />

research paper that outlines <strong>the</strong> <strong>for</strong>eign policy and<br />

development assistance implications <strong>of</strong> community-based<br />

rehabilitation <strong>for</strong> persons with disabilities. 198<br />

Conclusion<br />

<strong>Children</strong> with disabilities in Canada have varying<br />

opportunities to live full lives. While Canada has<br />

publicly-funded health and educational systems that are<br />

designed with “everyone” in mind, <strong>the</strong>se systems do not<br />

necessarily meet <strong>the</strong> particular needs <strong>of</strong> children with<br />

disabilities.<br />

<strong>Children</strong> with disabilities are vulnerable members <strong>of</strong><br />

society. Early identification and intervention services can<br />

be vitally important to <strong>the</strong>ir development but are not<br />

universally available. The supports and services<br />

necessary to ensure <strong>the</strong>ir Convention rights are widely<br />

seen as a privilege and not as an entitlement. The quality<br />

<strong>of</strong> care and support available varies according to what<br />

part <strong>of</strong> <strong>the</strong> country <strong>the</strong> child lives in and programs are<br />

limited or reduced in times <strong>of</strong> fiscal restraint.<br />

Public services do not sufficiently recognize <strong>the</strong> extra<br />

demands placed on <strong>the</strong> families <strong>of</strong> children with<br />

disabilities and many need better financial, physical,<br />

social and emotional supports.<br />
