Update on <strong>the</strong> UN Committee’s<br />

Concluding Observations, May 1995<br />

This report summarizes <strong>the</strong><br />

concluding observations made<br />

by <strong>the</strong> UN Committee on <strong>the</strong><br />

<strong>Rights</strong> <strong>of</strong> <strong>the</strong> Child in response<br />

to Canada’s first report on<br />

measures taken to implement<br />

<strong>the</strong> UN Convention on <strong>the</strong> <strong>Rights</strong><br />

<strong>of</strong> <strong>the</strong> Child (UNCRC). The<br />

committee noted positive factors<br />

as well as areas <strong>of</strong> concern<br />

and made recommendations<br />

to Canada <strong>for</strong> addressing <strong>the</strong><br />

concerns. The following update<br />

notes changes in <strong>Canadian</strong><br />

policies and programs since<br />

Canada’s last report that are<br />

relevant to <strong>the</strong> concluding<br />

observations. This summary<br />

is not <strong>the</strong> result <strong>of</strong> a<br />

comprehensive, systematic<br />

monitoring exercise but reflects<br />

relevant in<strong>for</strong>mation that came<br />

to <strong>the</strong> <strong>Coalition</strong>’s attention<br />

in <strong>the</strong> course <strong>of</strong> consulting<br />

with governments and nongovernmental<br />

organizations <strong>for</strong><br />

<strong>the</strong> overall monitoring initiative.<br />

• Canada’s past contributions in drafting <strong>the</strong> UNCRC and co-chairing <strong>the</strong><br />

1990 World Summit <strong>for</strong> <strong>Children</strong><br />

• general streng<strong>the</strong>ning <strong>of</strong> human rights through <strong>the</strong> <strong>Canadian</strong> Charter <strong>of</strong> <strong>Rights</strong><br />

and Freedoms and legislative measures in <strong>the</strong> fields <strong>of</strong> children’s rights<br />

• National Crime Prevention Council <strong>for</strong> <strong>the</strong> implementation <strong>of</strong> juvenile<br />

justice provisions<br />

Update<br />

• After three years, <strong>the</strong> Council was deemed to have fulfilled its mandate <strong>of</strong><br />

developing community-based crime prevention strategies and was disbanded<br />

in 1997. It has been followed by Phase II <strong>of</strong> <strong>the</strong> government’s $32-million per<br />

year National Strategy on Community Safety and Crime Prevention, which<br />

includes <strong>the</strong> creation <strong>of</strong> <strong>the</strong> National Crime Prevention Centre within Justice<br />

Canada to administer <strong>the</strong> national strategy. 1<br />

• Family Support En<strong>for</strong>cement Fund <strong>for</strong> child support payment en<strong>for</strong>cement<br />

Update<br />

• The federal government has continued to streng<strong>the</strong>n en<strong>for</strong>cement measures<br />
