Convention as a framework for international
development assistance. A full discussion can be
found in the Coalition’s research paper on article 4,
International Cooperation.
Recommendation
• launch a nation-wide public education campaign
about children’s rights, within the framework of the
UN Decade for Human Rights Education
Update
• The federal government has not launched a nationwide
public education campaign and there is no
evidence that one is being considered. A discussion
of the level of awareness of children’s rights in
Canada can be found in the Coalition’s research
paper, The Fundamental Freedoms, Articles 13, 14
and 15.
Recommendation
• incorporate children’s rights education into school
curricula and the train professionals working with
children, especially judges, lawyers, immigration
officers, peace keepers and teachers.
Update
• The coalition’s research indicates that children’s
rights education has not been widely adopted in
school curricula, although promising work has
been initiated in some jurisdictions. A full
discussion can be found in the Coalition’s research
paper on articles 28 and 29, The Right to and
Aims of Education.
• It appears there are some children’s rights training
programs for various professionals working with
children but research into this area was beyond the
scope of the Coalition’s monitoring project.
Recommendation
• make Canada’s report, relevant summary records and
the Committee’s concluding observations widely
available
Update
• Canadian Heritage distributes Canada’s May 1994
report upon request. 18
