Section 2. Spaceflight Tracking and Data Network 2.1 General The Spaceflight Tracking and Data Network (STDN) is managed by the Flight Projects Directorate, Code 400, which has delegated day-to-day operational responsibilities to the Networks and Mission Service Projects, Code 450. The STDN consists of the Space Network (SN), Ground Network (GN) and other elements operated, maintained, and controlled by the Flight Projects Directorate. 2.2 Management Responsibilities The NCC and WSC are managed by the GSFC Flight Projects Directorate, Code 400. Within the Flight Projects Directorate, the Networks and Mission Service Projects (Code 450) serves as the principal GSFC management interface for day-to-day operation of the TDRSS. In execution of this function, the Networks and Mission Service Projects requires the NCC to meet specific responsibilities with regard to the overall TDRSS operation 2.3 Network Control Center 2.3.1 General The NCC provides the management function that schedules, controls, and monitors the performance of the STDN. This function includes control of all available network resources, schedule processing, conflict resolution, emergency scheduling , network testing, performance monitoring, acquisition data dissemination, data base maintenance, and service accounting. In addition, the NCC is responsible for the control of the following STDN activities a. Support of launch and real-time orbital operations. b. Scheduling STDN resources and monitoring overall status and support activities to ensure program requirements are fulfilled within the capability of network resources. c. Operational interfacing with network customers. d. Ground configuration control. e. Fault isolation coordination. 2.3.2 Network Control Center Responsibilities a. Allocation of STDN resources and operational support. b. Provide network and service control. c.
