socio-economic development model, without losing local identity and character of<br />

<strong>Santana</strong>’s citizens and without compromising the natural values that <strong>Santana</strong> has. The<br />

trend of population decline that has been verifying due to population displacement to<br />

more urbanized areas in the Autonomous Region of <strong>Madeira</strong>, has brought the City Council<br />

and People's Houses, in agreement with the Regional Government, decided to devote a<br />

significant effort in implementing a model of restructuration and revitalization of the<br />

County, which intends to implement in terms of land management, the activities to be<br />

developed, especially in this context several key instruments: the Municipal Master Plan<br />

(PDM), the Plan of Territorial Management of the Autonomous Region of <strong>Madeira</strong>, Plan of<br />

Economic and Social Development of the Autonomous Region of <strong>Madeira</strong> for 2007-2013<br />

and Plan of Tourism Management of the Autonomous Region of <strong>Madeira</strong>.<br />

The Biosphere Reserve as a tool and catalyst for motivating activities based on the<br />

conservation and sustainable use of natural and cultural heritage, is perceived by the<br />
