• Transportation of workers on open trucks/trailers must be controlled, e.g. all passengers<br />

must be seated with no legs hanging over the side of the truck/trailer.<br />

• No children must be allowed on the construction site or contractors camp.<br />

• Fire extinguishers in good working order must be available especially when working<br />

with hot binders.<br />

3.2 Special precautions when working with bitumen binders<br />

3.2.1 Fire hazards<br />

• Distributor tankers<br />

When hot binders are delivered to site in distributor tankers (e.g. Otta seals) below<br />

spraying temperature; burners (open flame) will be used for heating the binders<br />

to the required temperature for spraying and there will be fire risks. Therefore, it is<br />

advisable to have fire extinguishers readily available on site, in spite of binder suppliers<br />

(supposedly) having distributors equipped with fire extinguishers.<br />

Heating spray bars with open flames, to rectify blocked jets, is also a fire hazard.<br />

• Emulsion drums<br />

When heating drums of emulsion on site to raise the temperature (although to a<br />

much lower temperature than hot penetration bitumen binders), it is essential to stir<br />

the binder while heating, to avoid the binder in contact with the base of the drum<br />

overheating. This will cause the binder to generate steam, resulting in the binder<br />

frothing and boiling over.<br />

A person must be in charge of the heating of the drum at all times and should<br />

continuously stir the contents in the drum.<br />

3.2.2 Toxicity<br />

Cationic emulsions are toxic and must be treated with care, as it is acidic and must therefore<br />

be washed off with water as soon as possible.<br />

3.2.3 General<br />

• When working with the hand sprayer (motorised), ensure that there are no unnecessary<br />

spectators standing near or adjacent to the work – accidents do happen.<br />

• Do not allow children to play around on the stockpile of drums of emulsion, or near<br />

the work area, especially during sealing operations.<br />

4. Points to note<br />

The contractor should take particular note of the following:<br />

• Competent staff must be used for controlling traffic, as their actions can affect the<br />

safety of both the road users and road workers.<br />

• For the same reasons no short cuts must be attempted for the establishment of road<br />

signs.<br />

• Detailed attention to staff safety increases productivity and staff harmony.<br />
