Performance measures
The key performance measures under this output in 2003–04 were:
• Number conducted and proportion of proposals actioned by ACC Board;
• Achievement of objectives of intelligence operations;
• Use of coercive powers;
• Collaboration with partner law enforcement agencies; and
• Number evaluated and determined as special investigations.
Results
Number conducted and proportion of proposals actioned by ACC Board
During the reporting period, the ACC conducted the following four special intelligence
operations:
• Amphetamines and Other Synthetic Drugs (AOSD);
• Vehicle Rebirthing;
• Identity Crime and Card Skimming; and
• People Trafficking for Sexual Servitude.
During the reporting period the ACC Board actioned all intelligence operation
proposals.
The ACC proposed to the ACC Board that the authorisations for intelligence operations
on Identity Crime and Card Skimming, which were approved in May 2003, should be
merged into a single intelligence operation. The ACC also proposed that the new
intelligence operation should be a special intelligence operation with access to the
ACC’s special powers. The ACC Board approved this proposal at its September
2003 meeting.
Number evaluated and determined as special investigations
During 2003–04, no intelligence operations were evaluated and determined as
special investigations.
Reporting against remaining performance measures
The performance of all four ACC special intelligence operations against the remaining
performance measures are as follows.
