Three key words stand out in the outline of this approach: assistance, control and<br />
legalization of the activity. Control is to be attained through recording and licensing.<br />
Licensing and compliance with existing regulations, however, require up-to-date and<br />
functional SSM legislation. The foregoing analysis has revealed that the mining laws are<br />
not up-to-date and functional, and that there is a very limited government presence and<br />
infrastructure in the field. Article 39 of the current mining code commits the Geological<br />
Mining Department to provide technical and administrative assistance to miners.<br />
Assistance and support programs also require a presence and infrastructure in the field.<br />
It is suggested that the policy recommendations of Noetstaller are adopted. However, the<br />
dual trajectory of control and assistance needs to be expanded in the case of Suriname.<br />
We noted in Chapter V that the absence of reliable information from the field and an<br />
integrated gold mining policy makes it difficult to develop a broadly supported policy<br />
framework that can guide the legislative drafting process and the process of institutional<br />
reform.<br />
