10. The Illustrious Grand Master of Ceremonies.<br />

11. The Illustrious Grand Standard-bearer.<br />

12. The Illustrious Grand Captain of the Guard.<br />

13. The Illustrious Grand Sentinel.<br />

In cases of vacancy in any office, or failure to elect officers, the<br />

Illustrious Deputy may make appointments to be in force until<br />

the next election.<br />

If the Deputy of the Supreme Council should fail to be<br />

present at any meeting of a Council of Deliberation, the Illus-<br />

trious First Lieutenant-Commander, or in his absence the Illus-<br />

trious Second Lieutenant-Commander, shall preside.<br />

JURISDICTION AND POWERS.<br />

Art. 57.—1. The Council has, in its District, legislative and<br />

judicial power not herein reserved to the Supreme Council and<br />

not inconsistent with the Constitutions and Regulations, and sub-<br />

ject to the rights of appeal herein provided.<br />

•2. The Council may open o* the Fourteenth, Sixteenth,<br />

Eighteenth, or Thirty-second Degree for the transaction of busi-<br />

ness relating to the Bodies or Brethren of those degrees respect-<br />

ively :<br />

but business not relating specifically to the higher degrees<br />

shall be transacted by the Council while open on the Fourteenth<br />

D :gree, when all the members may be present.<br />

8. It shall have power to levy such taxes upon the Bodies wi1 bin<br />

its District as it may deem necessary for its proper support, but<br />

to include i ex] -of, nor compensation to, any officer or<br />

member of the Council, for attendance thereupon. Funds now<br />

held by any Council shall continue to be held for the purposes<br />

for which they were created, and all taxes heretofore levied by<br />

any Council are hereby confirmed.<br />

4. All applications for charters shall be presented to the Coun-<br />

cil for its approval ; and no charter shall be granted by the<br />

Supreme Council without the recommendation of the Council<br />

of Deliberation, except by a two-third vote.
