Annual Report 2000/2001 Joined Up Action In County Durham and Darlington Health Authority a local Co-ordinator was appointed and took up the post on 1 st November 2000. The co-ordinator has been responsible for ensuring that strategic planning with key stakeholders occurred and that decision-making groups met to begin planning strategy development. A Countywide Steering Group was established and sub groups were developed from it to specifically consider key areas of the Darlington Strategy and County Durham Strategy. Decision making groups were formed around the key areas of: Better sex and relationship education. Better contraception and advice services. Better support for teenage parents. The groups met twice to agree terms of reference, to establish that membership was appropriate and to ensure that representatives of all relevant agencies were represented. Membership of the groups demonstrated joint partnership working is detailed in part A, section 1 of the local strategy document. During these initial meeting formulas for strategy development were discussed. It was agreed that half day working sessions would be held to kick-start the joint working and to develop strategic vision and action planing. The working sessions led to the strategy and three-year action plans contained in the strategy which also identified lead responsibilities. It was possible to agree on those leads as each working/discussion making group was a multi-agency group representing Health, Education, Social Services and voluntary sector as appropriate. It was agreed that consultation with a wider group of key stake holders would be held on production of the draft strategies for County Durham and Darlington, and that feedback from the consultation stage would further inform both the strategies and the work of the decision making groups. It has also been agreed that the steering group and other decision making groups (as detailed above) will reconvene quarterly to assess the and monitor the progress made by agencies and to ensure that the three year action plans are being delivered. Partnership arrangements (other than the joined up working via multi-agency groups) were also agreed in the year 2000/2001. County Durham and Darlington Health Authority agreed partnership working with: • Community Education in County Durham – for training and support for youth workers. • The University of Durham – to fund research in to parents as educators. 109
• Darlington Borough Council – to support the Sex Education Roadshow and to support the part time outreach worker supporting teenage parents. Action and Achievements • Appointment of Tackling Teenage Pregnancy Local Implementation Coordinator for County Durham and Darlington. (This will change to having two co-ordintors 2001/2002, one for County Durham and one for Darlington). • Allocation of funds to each PCG area to appoint a Sexual Health Outreach Worker. In two localities, it was more appropriate to sub contract the work and this was achieved. • University of Durham are partway through a Parents as Educators Action Research Project and have produced an interim report which is available locally. • County Durham have appointed a Sexual Health Trainer who is currently working with youth workers. • Darlington Social Services Department have employed an outreach worker to support teenage parents. • Other actions taken since the march 2000 report were published these are detailed in the Audit of Current Services in part A, section 3 of the strategy document. Local Implementation Funding The allocation of funding from the Teenage Pregnancy Unit Local Implementation Fund for 2000/2001 was £200,000. It was allocated as follows: • Local Implementation Co-ordinator plus admin support - £35K • Outreach workers managed by Specialist Health Promotion Service but with strong links with the Youth Service - £115K (This allocation of money was topped up by the six Primary Care Groups funds to the effect of £36K to ensure that the full costs of each post were met.) • Parents As Educators Action Research - £27K • Training and Support for Youth Workers(County Durham) - £15K • Training and Support for Youth Workers(Darlington) - £8K • Support for Darlington specific local authority services - £8K 110
