Impact of funding • The Local Implementation Co-ordinator, guided by the steering group has worked in partnership with the representatives from Health, Education, Social Services and the Voluntary Sector to produce two strategy documents in line with the Teenage Pregnancy Unit guidance.. As they were not in post until 1 st November 200, this has been the major project on which their time has so far been spent. • The Sexual Health Outreach Workers have each made major inroads into working with groups of vulnerable and at risk young people in areas with high rates of teenage conceptions. • The Parents As Educators project is at the stage where all the data has now been collected and a useful interim report is available locally. • The Community Education Worker in County Durham and the Outreach Worker in Darlington are both newly in post but are establishing themselves in their roles and have had many positive comments made about them by their employers. Problems and Solutions • The major barriers faced in producing the strategy has been the very limited time between the local Implementation Co-ordinator taking up post on 1 st November 2000 and the deadline for submission of the strategy of 30 th March 2001. • To ensure that partnerships had joined up working established and operating in reality, time first had to be invested in building relationships between the co-ordinator and the groups as well as between the group members. • This meant that the actual work to produce the ten year strategy and three year action plan was limited to approximately one month with the same amount of time available to physically write the two strategies. • The consultation stage was the also very limited so that the co-ordinator had enough time to incorporate any changes and comments. • This has been a very challenging time frame in which to produce a vital document and one of extreme importance. Support to ensure effective implementation • The over riding concern shared by professional in all agencies is the issue of staff training and of backfill for health/ social services /voluntary staff and supply cover for teaching/educational staff. This concern is shared by staff at all levels of seniority. 111
