Executive Summary • Britain has the highest rate of teenage births in Western Europe. In 1998 there were around 41,000 conceptions to under 18s in England, resulting in 23,600 live births. • In June 1999 the Government produced a National Teenage Pregnancy Report with two main goals: - To halve the rate of conceptions among under 18 year olds in England by 2010 and to set a downward trend in conception rates for under 16s. - To reduce long term social exclusion for teenage pregnancy and their children. • Guidance from the Teenage Pregnancy Unit stated that ten year strategies (to include three year action plans) should be produced at local authority level. The strategies must be coterminous with education and local authority boundaries. In County Durham and Darlington this has been structured thus: Two strategies have been developed. One strategy for County Durham and one strategy for Darlington. • The strategies are consistent with the following principles and values as detailed in the Teenage Pregnancy Guidance: - Young people centred - Partnership working - Long term and sustainable - Addressing inequalities - Evidence based practice. • To secure partnership working a county wide Steering Group and sub groups were established for County Durham and Darlington, with representatives from Health, Education, Social Services and the Voluntary Sector. • The groups established current provision of service and developed action plans which would aim to: - Achieve the target 55% reduction in the under 18 conception rate by 2010 (the target set for County Durham and Darlington by the Teenage Pregnancy Unit) and achieve a downward trend in conceptions in under 16s. - Better Support Teenage Parents to lead active, fulfilled lives as valued citizens. 3
• Particular efforts have been made to consult with young people and with stakeholders. Comments from the consultation stage have been incorporated into the strategy. • County Durham and Darlington have an indicative annual allocation of £250,000 for the next three years from the Teenage Pregnancy Unit (TPU) Local Implementation Fund to support implementation of the local action plans. It is expected by the TPU that initiatives will be mainstream funded after that. 4
