costs <strong>of</strong> about £3,600.<br />

2. Easing friction in <strong>the</strong> market<br />

We believe that <strong>the</strong>re could be an opportunity <strong>for</strong> <strong>the</strong> <strong>UK</strong>FC to ease friction in <strong>the</strong> emerging digital film market without necessarily getting<br />

directly involved in <strong>the</strong> set-up and running <strong>of</strong> a service or plat<strong>for</strong>m. Most <strong>of</strong> <strong>the</strong> options here would require that <strong>the</strong> issues surrounding<br />

rights had already been clarified, so discussions under this section to some extent complement <strong>the</strong> strategic options discussed above.<br />

Facilitate brokerage role on behalf <strong>of</strong> rights holders<br />

The <strong>UK</strong>FC could undertake to facilitate a brokerage role on behalf <strong>of</strong> specialised film rights holders. There are various levels at which this<br />

could be done. At a minimum level it could involve <strong>the</strong> creation <strong>of</strong> a physical space or piece <strong>of</strong> virtual cyberspace to bring buyers and<br />

sellers toge<strong>the</strong>r. At a higher level <strong>of</strong> intervention, it could involve acting as an agent <strong>for</strong> <strong>the</strong> specialised film rights holders and negotiating<br />

deals on <strong>the</strong>ir behalf. This role could be combined with some <strong>for</strong>m <strong>of</strong> content aggregation function, allowing <strong>the</strong> brokerage <strong>of</strong> larger<br />

volume deals which would be more attractive to plat<strong>for</strong>m operators.<br />

Indicative costs<br />

The s<strong>of</strong>tware and databases to run a rights brokerage would cost about £25,000 to set-up with annual Website technical costs <strong>of</strong> £3,600.<br />

This does not include staff costs.<br />

Establish a royalty collection facility <strong>for</strong> rights holders<br />

The <strong>UK</strong>FC could, by making use <strong>of</strong> previously established rights databases and adding a tracking function to <strong>the</strong> applications, use<br />

available technology to establish a royalty collection facility <strong>for</strong> specialised film rights holders. With content increasingly being made<br />

available on many different digital plat<strong>for</strong>ms, this could address <strong>the</strong> potentially chaotic process <strong>of</strong> collecting royalties given <strong>the</strong> haphazard<br />

nature <strong>of</strong> where rights are located as well as potential <strong>for</strong> numerous services accessing rights. However, it is important to note that not<br />

everybody may want <strong>the</strong>ir collection centralised and <strong>the</strong>re<strong>for</strong>e any such function would have to be presented as an opt-in scheme <strong>for</strong><br />

rights holders (even if on a title by title basis).<br />
