B, will apply. If other modifications are requested, in addition to the placement of<br />

a Direct Connect, either an Initial Application Fee or a Subsequent Application Fee<br />

will apply, pursuant to Section 6.2 below. BellSouth will bill this nonrecurring<br />

charge on the date that BellSouth provides an Application Response to OTI.<br />

3.6 Co-Carrier Cross Connect (CCXC)<br />

3.6.1 A CCXC is a cross connection between OTI and another collocated<br />

telecommunications carrier, other than BellSouth, in the same BellSouth Premises.<br />

Where technically feasible, BellSouth will permit OTI to interconnect between its<br />

Collocation Space(s) and the physical/virtual collocation space(s) of another<br />

collocated telecommunications carrier(s) within the same BellSouth Premises via a<br />

CCXC, pursuant to the FCC’s Rules. The other collocated telecommunications<br />

carrier’s agreement must also contain CCXC rates, terms and conditions before<br />

BellSouth will permit the provisioning of a CCXC between the two (2) collocated<br />

carriers. The applicable BellSouth charges will be assessed to OTI upon OTI’s<br />

request for the CCXC. OTI is prohibited from using the Collocation Space for the<br />

sole or primary purpose of cross-connecting to other collocated<br />

telecommunications carriers.<br />

3.6.2 OTI must contract with a BellSouth Certified Supplier to place the CCXC. The<br />

CCXC shall be provisioned using facilities owned by OTI. Such cross-connections<br />

to other collocated telecommunications carriers may be made using either electrical<br />

or optical facilities. OTI shall be responsible for providing a LOA, with the<br />

application, to BellSouth from the other collocated telecommunications carrier to<br />

which it will be cross-connecting. The CCXC shall utilize BellSouth common<br />

cable support structure. There will be a recurring charge per linear foot, per cable,<br />

of the common cable support structure used by OTI to provision the CCXC to the<br />

other collocated telecommunications carrier. In those instances where OTI’s<br />

equipment and the equipment of the other collocated telecommunications carrier<br />

are located in contiguous caged Collocation Space, OTI may use its own<br />

technicians to install the CCXC using either electrical or optical facilities between<br />

the equipment of both collocated telecommunications carriers by constructing a<br />

dedicated cable support structure between the two (2) contiguous cages. OTI<br />

shall deploy such electrical or optical cross-connections directly between its own<br />

equipment and the equipment of the other collocated telecommunications carrier<br />

without being routed through BellSouth’s equipment or, in the case of a CCXC<br />

provisioned between contiguous collocation spaces, common cable support<br />

structure. OTI shall not provision CCXC on any BellSouth distribution frame,<br />

POT Bay, DSX panel or LGX panel. OTI is solely responsible for ensuring the<br />

integrity of the signal.<br />

3.6.3 To place an order for a CCXC, OTI must submit an application to BellSouth. If<br />

no modification to the Collocation Space is requested other than the placement of<br />

a CCXC, the Co-Carrier Cross Connect/Direct Connect Application Fee for a<br />

CCCS 142 of 261
