the sole discretion of BellSouth. Where dual entrance facilities are not available<br />

due to a lack of capacity, BellSouth will provide this information to OTI in the<br />

Application Response.<br />

5.8.1 OTI may utilize spare capacity on an existing telecommunications carrier’s<br />

entrance facility for the purpose of obtaining an entrance facility to OTI’s<br />

Collocation Space within the same BellSouth Premises.<br />

5.8.2 BellSouth shall allow the splice, as long as the fiber is non-working dark fiber.<br />

OTI must arrange with BellSouth in accordance with BellSouth’s Special<br />

Construction Procedures, RL93-11-030BT, and provide a LOA from the other<br />

telecommunications carrier authorizing BellSouth to perform the splice of the OTIprovided<br />

riser cable to the spare capacity on the other telecommunications<br />

carrier’s entrance facility. If OTI desires to allow another telecommunications<br />

carrier to use its entrance facilities, the telecommunications carrier must arrange<br />

with BellSouth in accordance with BellSouth’s Special Construction Procedures,<br />

RL93-11-030BT, and provide a LOA from OTI authorizing BellSouth to perform<br />

the splice of the telecommunications carrier’s provided riser cable to the spare<br />

capacity on OTI’s entrance facility.<br />

5.9 Demarcation Point<br />

5.9.1 BellSouth will designate the point(s) of demarcation between OTI’s equipment<br />

and/or network facilities and BellSouth’s network facilities. Each Party will be<br />

responsible for the maintenance and operation of all equipment/facilities on its side<br />

of the demarcation point. OTI shall be responsible for providing the necessary<br />

cabling and OTI’s BellSouth Certified Supplier shall be responsible for installing<br />

and properly labeling/stenciling the common block and any necessary cabling<br />

identified in Section 7 below. OTI or its agent must perform all required<br />

maintenance to the equipment/facilities on its side of the demarcation point,<br />

pursuant to Section 5.10 below, and may self-provision cross-connects that may be<br />

required within its own Collocation Space to activate service requests.<br />

5.10 Equipment and Facilities. OTI, or if required by this Attachment, OTI‘s BellSouth<br />

Certified Supplier, is solely responsible for the design, engineering, installation,<br />

testing, provisioning, performance, monitoring, and maintenance/repair of the<br />

equipment and network facilities used by OTI, which must be performed in<br />

compliance with all applicable BellSouth specifications. Such equipment and<br />

network facilities may include, but are not limited to, cable(s), equipment, and<br />

point of termination connections. OTI and its designated BellSouth Certified<br />

Supplier must follow and comply with all BellSouth specifications outlined in the<br />

following BellSouth Technical Requirements: TR 73503, TR 73519, TR 73572,<br />

and TR 73564.<br />
