are described in Sections 14.2.6 and 14.3.1.10. Mixing <strong>of</strong> the two <strong>for</strong>mats is not allowed with the<br />

exception that the FPM-CELL blocks maybe placed at either the global or cell level regardless <strong>of</strong><br />

the <strong>for</strong>mat used <strong>for</strong> the rest <strong>of</strong> the FISSION block.<br />
