Lower Vocational Education in <strong>the</strong> <strong>Former</strong> <strong>USSR</strong>:<br />

Most lower vocational programs in <strong>the</strong> former <strong>USSR</strong> were offered by <strong>the</strong> following types<br />

of institutions:<br />

1.) Professional Technical Uchilishche (PTUs) <strong>and</strong><br />

2.) Secondary Professional Technical Uchilishche (SPTUs).<br />

<strong>The</strong> main distinction between PTUs <strong>and</strong> SPTUs was that PTUs did not offer complete<br />

secondary education.<br />

1.) Professional Technical Uchilishche PTU (Профессионально-Техническое Училище<br />

ПТУ, Professional'noe Tehnicheskoe Uchilishche PTU), may also have been called<br />

Professional Uchilishche PU (Профессиональное Училище ПУ, Professional'noe<br />

Uchilishche PU)<br />

PTUs were developed post World War II to train skilled workers in a wide variety of<br />

trades. For example, <strong>the</strong>y trained technical personnel in carpentry, cookery, hairdressing,<br />

industrial <strong>and</strong> technical drawing, la<strong>the</strong> operation, metalwork, machining, motor vehicle<br />

mechanics, plumbing, radio electronics, secretarial studies, sewing machine operation, welding,<br />

etc.<br />

PTUs offered very narrow <strong>and</strong> practically oriented instruction, about 80% of which was<br />

practical <strong>and</strong> <strong>the</strong> remaining 20% <strong>the</strong>oretical. Work experience was an integral part of all<br />

programs.<br />
