Orcs are everywhere in Isengard.<br />

Some serve as scouts, soldiers, and<br />

Warg-riders, while others work<br />

as craftsmen in the forges under<br />

Isengard or as keepers in the breeding<br />

pits. Several different breeds of Orcs<br />

can be found in Isengard, as detailed<br />

below. Where the descriptions in this<br />

chapter do not specify one breed or<br />

another, assume the Orc in question<br />

is an Isengard Orc.<br />

The Lidless Eye of Sauron is not blind to Saruman’s designs. When<br />

their minds are linked through the palantír, Sauron can penetrate the<br />

White Wizard’s defences and discern his hidden agenda. The Lord of<br />

Barad-dûr is no stranger to spy-craft and infiltration, and has placed<br />

a spy in Isengard to watch Saruman’s efforts and alert him to any<br />

treachery. As this agent is unknown to Saruman, the Narrator must<br />

determine his identity. To individualise this villain, add the following<br />

template to an existing NPC, adjusting inconsistencies as appropriate<br />

and redistributing skill points required to qualify for <strong>order</strong> abilities<br />

and edges.<br />

Isengard-orcs<br />

The majority of Saruman’s Orcs<br />

are Mountain-breed Orcs, recruited<br />

from the Misty Mountains and from<br />

Mount Gundabad. Their resilience<br />

serves them well in forges and battlefield<br />

alike. Mountain-breed Orcs<br />

are described on page 39 of Fell<br />

Beasts and Wondrous Magic.<br />

Orcs of the Red Eye<br />

The Lord of Mordor has sent<br />

Mordor-orcs to aid his new ally, but<br />

Saruman has little interest in them. He<br />

finds them inferior to his Isengard-orcs<br />

and suspects them as spies. Mordororcs<br />

are described in the core rulebook<br />

on pages 290–1 and in Fell Beasts and<br />

Wondrous Magic on pages 38–9.<br />

The White Hand<br />

Orcs of the Deep<br />

A few Orcs who originally dwelt<br />

under Methedras still remain in<br />

Isengard, though many have fallen<br />

to toil, to their peers, or to Saruman’s<br />

temper. Discomforted by daylight<br />

more than other Orcs, Deep Orcs<br />

rarely leave Isengard’s caverns. Deep<br />

Orcs possess the characteristics of<br />

Moria Orcs, found on pages 76–8 of<br />

the Khazad-dûm book in the Moria<br />

boxed set. Narrators can also use<br />

standard Orcs from the core rulebook<br />

(pages 290–1), or Fell Beasts<br />

and Wondrous Magic (pages 38–9),<br />

by assigning an additional –2 penalty<br />

in daylight.<br />

The emergence of Uruks from<br />

Mordor in TA 2475 terrified<br />

Saruman, who had just won a victory<br />

against Sauron in the East. Saruman<br />

devoted himself to obtaining captive<br />

Uruks, learning their nature,<br />

and devising a means of combating<br />

this new threat. As the Shadow<br />

took root in Saruman’s heart, however,<br />

he began to admire the Uruks.<br />

He contemplated raising an army of<br />

them to oppose Sauron, using the<br />

weapon of the Enemy against him,<br />

and eventually began breeding Urukhai<br />

in greater numbers than ever in<br />

Mordor. By the time of the War of<br />

the Ring, Saruman had bred a new<br />

strain of Uruk-hai, one he considered<br />

to be the paragon of the breed. The<br />

following sections detail the various<br />

types of Uruk-hai that can be found<br />

in Isengard and its environs.<br />
