Whether captured by his forces,<br />
sold into slavery, or born into<br />
service, the Servitors are the living gears<br />
of Saruman’s machine of progress and<br />
industry. All accounted for, the servitors<br />
number in the hundreds. Most<br />
of his servants are Dunlendings, refugees<br />
from Minihiriath and Enedwaith,<br />
or Orcs and Half-orcs. In the early<br />
days of his fall, Saruman keeps his<br />
slaves and Half-orcs hidden from view,<br />
but later he relaxes such efforts. The<br />
Servitors are divided into three castes:<br />
Servants, Craftsmen, and Agents.<br />

The engines of war require wood<br />
and coal for the furnaces, stone for<br />
fortifications, and food and shelter<br />
for the many soldiers and workers.<br />
Servants make up the greatest<br />
portion of the Servitors, and life<br />
among them is harsh. The Master<br />
of Orthanc demands efficiency and<br />
productivity, and ever-increasing<br />
quotas have reduced the servants to<br />
work-weary thralls. A cruel social<br />
<strong>order</strong> emerged as Saruman imposed<br />
rules and regulations on his servants.<br />
Informants became quick to report<br />
suspicious behaviour from their<br />
fellows in hope of gaining scraps<br />
of favour. Paranoia flourishes: the<br />
slightest misstep results in beatings,<br />
loss of property or privilege, or outright<br />
enslavement.<br />

Dunlending Hill-men were the first<br />
to serve the White Wizard in number,<br />
and took residence in Isengard soon<br />
after he arrived. Saruman plied their<br />
chieftains with promises of wealth and<br />
iron weapons, and they gladly returned<br />
to the vale they regarded as their own.<br />
As the War of the Ring draws near<br />
Dunlendings are delegated to baser<br />
duties as Half-orcs and Uruk-hai gain<br />
Saruman’s favour. Dunlendings are<br />
stationed throughout Nan Curunír<br />
to allay the suspicions of visitors.<br />

on pages 289-90 of the core rulebook.<br />
Additionally, the following packages<br />
can be applied to the basic<br />
Dunlending statistics to create different<br />
types of Dunlending NPCs. Each<br />
package consists of advancements,<br />
skill improvements and/or statistic<br />
changes, and equipment.<br />
