Late in the Third Age, Saruman<br />
creates a network of spies and agents<br />
to infiltrate and influence the <strong>Free</strong><br />
Peoples, leading them into darkness<br />
and servitude to Mordor. Saruman’s<br />
eyes are far-reaching, his subtle and<br />
sinister agents turning up in the most<br />
unexpected of places.<br />

The White Wizard’s spies are less<br />
baleful than Mordor’s, mere eyes or<br />
ears in places where Saruman might<br />
not otherwise have them.<br />
Dunlending Spies<br />
Clever for hillfolk, Dunlending<br />
agents were tutored by Saruman<br />
himself. <strong>Free</strong> to come and go from<br />
Isengard, they travel about Middleearth,<br />
their Mannish blood letting<br />
them move unhindered in civilized<br />
lands. This template should be<br />
applied to the Dunlending statistics<br />
described on pages 289–90 of the<br />
core rulebook.<br />

Half-orc Spies<br />
Saruman’s Half-orcs are adept at<br />
spying, rumour-mongering, bullying,<br />
and ferreting information. Born and<br />
bred in Isengard, they have difficulty<br />
infiltrating tight-knit communities<br />
and prefer areas where travellers from<br />
afar are common. They sometimes<br />
serve as heralds, though Saruman<br />
rarely parleys with foes. Statistically,<br />
these are standard Half-orcs and Men<br />
of the White Hand, both described<br />
on page 81.<br />
Informants<br />
Saruman’s spy-master monitors<br />
all the servants and slaves of<br />
Isengard, and within Nan Curunír<br />
his many informants act as the fingers<br />
of the White Hand. All informants<br />
are Half-orcs (of any variety)<br />
or Dunlendings, hand-picked to spy<br />
on their underlings, peers, and bosses.<br />
Those who report wrongdoing<br />
and criminal misdeeds receive special<br />
favours and preferential treatment, so<br />
their ranks grow steadily. The following<br />
package can be applied to nearly<br />
any set of statistics in this chapter.<br />

Far more insidious than his spies<br />
are Saruman’s agents, who use pow-<br />
ers of persuasion and other, less subtle<br />
means to do his bidding. While<br />
spies observe and gather information,<br />
agents influence and subvert those<br />
who Saruman deems troublesome.<br />
Assassins of the<br />
White Hand<br />
Even Saruman cannot always rely<br />
on persuasion, and he must occasionally<br />
smite rivals from afar with<br />
subtlety, instigating an untimely<br />
death or accident to prevent further<br />
obstruction. To handle these matters,<br />
Saruman has trained several Halforcs<br />
(both standard Half-orcs and<br />
some Dûr-edain) in assassination.<br />
These assassins employ subtle poisons,<br />
keen blades, or even foul magic<br />
in the pursuit of their craft.<br />

ilk. Gold flowed freely between the<br />
Shire and Orthanc, and Saruman’s<br />
agents proliferated in Bree and elsewhere.<br />
