Minnesota Board of Water <strong>and</strong> Soil Resources Past Action/Monitoring<br />

From fiscal year 2006 to fiscal year 2008, BWSR completed 12 l<strong>and</strong> transactions<br />

totaling 1,951 acres. As such, BWSR is forever responsible for monitoring the parcels of<br />

l<strong>and</strong> that are associated with these transactions. During fiscal year 2009, all parcels were<br />

inspected by County Soil <strong>and</strong> Water Conservation District personnel on behalf of BWSR.<br />

The inspections are intended to ensure that the l<strong>and</strong> use complies with the intent of the<br />

easements that justified the expenditure of ACUB funds. BWSR‟s annual monitoring<br />

plan calls for site visits in the summer of each year. Reports of site visits are filed for<br />

each l<strong>and</strong> parcel <strong>and</strong> are available through BWSR. All parcels were found to be in<br />

compliance based on the monitoring inspections in fiscal year 2009.<br />

Minnesota Board of Water <strong>and</strong> Soil Resources Fiscal Year 2009 Accomplishments<br />

BWSR completed <strong>and</strong> recorded 24 additional l<strong>and</strong> transactions in fiscal year<br />

2009 totaling 4,821 acres. In order to be considered complete for the purposes of this<br />

annual report, the l<strong>and</strong> transactions must be recorded <strong>and</strong> documented in MNARNG‟s<br />

Real Property Database. BWSR has also initiated action on seven additional transactions<br />

or near term targets totaling 1,758 acres which will be completed in fiscal year 2010<br />

using obligated NGB funds. Near term targets only includes those parcels for which the<br />

l<strong>and</strong>owner has committed in writing to participate <strong>and</strong> therefore is obligated to the terms<br />

<strong>and</strong> conditions of the conservation easement. Figure 72 depicts the location of all BWSR<br />

transactions including those that have been completed to date <strong>and</strong> distinguishes<br />

accomplishments in fiscal year 2009 <strong>and</strong> the near term target l<strong>and</strong> transactions that are<br />

pending.<br />

CAMP RIPLEY INTEGRATED TRAINING AREA MANAGEMENT (ITAM)<br />

Program Overview<br />

The increased technology of military weapons <strong>and</strong> equipment has placed more pressure on<br />

<strong>training</strong> l<strong>and</strong>s. Past <strong>and</strong> continued degradation of natural resources can have a negative effect on<br />

the realism of future <strong>training</strong> exercises. To meet all environmental laws <strong>and</strong> regulations the U.S.<br />

Army Construction Engineering Research Laboratory (USACERL) has developed the Integrated<br />

Training Area Management (ITAM) program. The ITAM program is a comprehensive tool that<br />

consists of five components necessary to maintain <strong>and</strong> improve the condition of natural resources.<br />

The ITAM program funding requirements to implement the five components are identified in the<br />

ITAM Workplan Analysis Module. These requirements are submitted to the National Guard<br />

Bureau annually for validation. The five components are as follows:<br />

1. Range <strong>and</strong> Training L<strong>and</strong> Assessment (RTLA)<br />

2. L<strong>and</strong> Rehabilitation <strong>and</strong> Maintenance (LRAM)<br />

3. Training Requirements Integration (TRI)<br />

4. Sustainable Range Awareness (SRA)<br />

5. Geographic Information System (GIS)<br />
