<strong>and</strong> one sample point is measured within each hexagon. The state of Minnesota is supporting an<br />

intensification of the plot grid to one plot per 3,000 acres of l<strong>and</strong>. In any given year, one-fifth of the<br />

plots, called a „panel‟ are measured (Table 1 <strong>and</strong> Figure 4).<br />

The Phase two component consists of one field sample site for every 6,000 acres. Field<br />

crews collect data on forest type, site attributes, tree species, tree size, <strong>and</strong> overall tree condition.<br />

Data is also collected on the understory vegetation, site productivity, <strong>and</strong> physical attributes of the site<br />

(e.g., slope, aspect, etc.). Each plot is visited once every five years on the annual system.<br />

The Phase 3 component consists of a subset of Phase 2 sample plots that are measured for a<br />

broader suite of forest health attributes. These attributes include tree crown condition, understory<br />

vegetation, downed woody materials, <strong>and</strong> soil attributes. Additionally, soil samples are collected,<br />

sent to a laboratory for chemical analysis, <strong>and</strong> then completely destroyed. There is approximately one<br />

Phase 3 plot for every 16 Phase 2 plots, or one Phase 3 plot for every 96,000 acres.<br />

Timber Sales<br />

In early September the annual timber auction was conducted by the DNR at Range Control.<br />

Six of the seven tracts offered were sold the day of the auction sale with the remaining tract being<br />

sold the next day. The auction results are listed in Table 2 <strong>and</strong> Figure 5.<br />

In preparation for the 2010 Exportable Combat Training Capability (XCTC) Camp Ripley<br />

Operations Department decided to exp<strong>and</strong> the Y-2 Forward Operating Base (FOB); this entailed<br />

removing all of the trees <strong>and</strong> stumps on 46 acres adjoining the FOB to the west. DNR Forestry<br />

prepared the area for sale but potential contractors failed to purchase the permit <strong>and</strong> complete the<br />

removal by November 1, 2009. Camp Ripley staff then negotiated with a biofuels firm to complete<br />

the project in the allotted time by felling, skidding <strong>and</strong> chipping all of the residual biomass. Military<br />

troop labor was allowed to begin the site preparation for the exp<strong>and</strong>ed FOB. Negotiations are<br />

currently underway to accomplish the same treatment for a new FOB-North along Chorwan Road by<br />

the end of March 2010.<br />
