set aside by <strong>Town</strong> Meeting within a budget, and it is to be used for funding<br />

be funded by another method. And the departments make an appeal to –<br />
they make a presentation to the Finance Committee and we make a<br />
determination as to whether or not it meets the criteria.<br />
