value areas. In fact, Jeff Whitney, who was the Chairman <strong>of</strong> the Planning<br />

Board in 1959, when that amendment was written that explicitly prohibited<br />

two houses on one lot, he had four principal houses on his house at 43<br />

Church Street, and I don’t think Jeff Whitney thought that they were illegal.<br />

So, I would urge you to pass the Planning Board’s and Zoning<br />

Board <strong>of</strong> Appeals’ recommendations because the overwhelming majority <strong>of</strong><br />

the circumstances when I’ve run into this have been on Penzance, on<br />

Quissett Avenue, and only occasionally in the historical sections <strong>of</strong> the<br />

villages and I do not think that the speculative impacts <strong>of</strong><br />

condominiumizing these units will ever happen. Thank you.<br />

MR. WILBER: Judge Wilber, Precinct 8. I have some<br />

ambivalence about this bill. I was inclined to support it initially, but I<br />

respect Mr. DeWitt’s experience and opinions on this a great deal. He<br />

obviously is the person that is most knowledgeable about the process.<br />

I am inclined to support it for one reason. This is another one<br />

<strong>of</strong> these top-down decisions imposed on a <strong>Town</strong> that takes away more <strong>of</strong><br />

our rights <strong>of</strong> self-governance. We’ve had unfunded mandates come down<br />

from the state. We’ve had the anti-snob zoning bylaw with the 40B snafus.<br />

These are all taking away from our primary right to self-govern. And this<br />
