Local Area Plan<br />

lTrain all on-site landscaping contractors or personnel<br />

from <strong>Fingal</strong> <strong>County</strong> <strong>Council</strong> Parks Department in<br />

appropriate onsite and landscape management of<br />

archaeological sites for their future protection (Policy 2).<br />

lIdentify areas that are known to be free from<br />

archaeological remains and plant with appropriate trees,<br />

shrubs and flowers (Policy 2 and 4).<br />

lDevelop an informed landscaped river walk through the<br />

creation of signage and points of interest to and from the<br />

watermill site (Policy 4).<br />

lInterpret the below-ground remains for the general<br />

public, by providing signage and consideration could be<br />

given to exposing the masonry remains or interpreting<br />

the site layout and plan form on the present day ground<br />

surface by a series of markers (Policy 4).<br />

lDevelop linkages to and from this site to provide an<br />

accessible archaeological landscape, open to all, which<br />

will respect the archaeological remains and provide a<br />

sympathetic and appropriate setting, maintaining the<br />

topographical integrity of the site within a changing<br />

environment (Policy 5).<br />

All sites and archaeological parks shall be maintained and<br />

managed so they retain their significance within and are<br />

integrated into the local community. Boundary treatment and<br />

the identification of the remains should encourage open access<br />

across and movement through the Archaeological Parks.<br />

The on site management plan for each archaeological site is a<br />

collaborative and evolving process between the local authority,<br />

statutory authorities and developer of the lands. The National<br />

Monuments Section of the DoEHLG will advise on best practice<br />

for all site works, oversee the implementation of the objectives<br />

and actions as set out in the Conservation and Management Plan<br />

and review and update the plan as necessary in conjunction with<br />

<strong>Fingal</strong> <strong>County</strong> <strong>Council</strong>.<br />

Where necessary during the enabling and construction works<br />

for the LAP lands, fencing will be erected around archaeological<br />

exclusion zones to protect the below ground remains from<br />

accidental or inadvertent damage. This fencing will be removed<br />

once construction has take place and the Archaeological Parks<br />

will be incorporated in a seamless manner into the overall<br />

development. Avoidance of railings or bollards to delineate an<br />

archaeological site or exclusion area is advised as they detract<br />

from the overall landscape setting, provide obstacles to<br />

movement through the area and can attract antisocial behaviour<br />

in the form of graffiti.<br />

It is the intention that the creation of Archaeological Parks will<br />

provide a safe and informative experience for the visitor and<br />

local alike. Similarly, access to archaeological information will<br />

enhance the public appreciation of the area and provide a<br />

greater understanding of the sensitive nature of the below<br />

ground remains.<br />

Development of lands to the north of the Rathbeale<br />

Archaeological Park (<strong>Oldtown</strong> Section) will be located so as to<br />

incorporate the protection of view sheds from within the<br />
