l Provision of a pedestrian and cycle link along the<br />
eastern side of the R108 Naul Road from the junction with<br />
Brackenstown Road southward to the Knocksedan<br />
housing estate.<br />
Internal Road Network:<br />
l Local access roads and pedestrian/cyclist links shall be<br />
provided to open up the LAP lands to development as per<br />
plan layout.<br />
Road network improvements which shall be provided outside<br />
of plan lands:<br />
l Upgrade 3 roundabouts on Glen Ellan Road to cyclist<br />
friendly roundabouts.<br />
l Major upgrade and realignment of the junction of Glen<br />
Ellan Road with Balheary Road.<br />
l Widen Balheary Road to 4 lanes between the Glen Ellan<br />
Road and Castlegrange junctions over 300m length. This<br />
will encroach on public park area to the east.<br />
l Widen link road to 4 lanes between Castlegrange and<br />
R132 Estuary junctions.<br />
l Major capacity improvement at the R132 Estuary<br />
junction (unless previously delivered by Metro North<br />
project).<br />
Swords Western Quality Bus Corridor<br />
l Bus priority measures within <strong>Oldtown</strong> LAP area and via<br />
Glen Ellan Road to Rathbeale Road Junction.<br />
l Bus lanes over 150m length on the northern approach to<br />
the junction of Rathbeale Road and Murrough Road.<br />
A review of the traffic modelling and analysis undertaken as<br />
part of the Transport Network Study by Roughan O’Donovan<br />
shall be undertaken by the Planning Authority at the end of<br />
each phase of development. This review shall be used to assist<br />
in assessing individual TIA’s and shall ultimately feed in to the<br />
mid-term review of the LAP.<br />
A Transport Impact Assessment (TIA) shall be submitted with<br />
each application for development, unless otherwise agreed<br />
with the planning authority. <strong>Fingal</strong> <strong>County</strong> <strong>Council</strong><br />
Transportation Department shall be consulted prior to the<br />
submission of any TIA.
