Local Area Plan<br />
lNo direct vehicular access from buildings shall be<br />
permitted onto the main streets of Glen Ellan and<br />
<strong>Mooretown</strong> respectively; principal pedestrian entrances to<br />
the residential development shall be from the public street.<br />
lBuildings shall be mainly 3 storeys in height, with<br />
punctuation buildings of 4 storeys facilitated at key sites.<br />
The location of such punctuation buildings shall be<br />
determined at Masterplan stage. The higher punctuation<br />
buildings will be the exception and not the rule.<br />
lBus lay-bys and a taxi area shall be accommodated at<br />
designated points in proximity to the Local Centre.<br />
lParking for the commercial uses within the Local Centre<br />
shall be centrally located to the rear of buildings,<br />
preferably underground/undercroft where viable. A<br />
minimum amount of on-street parking may be provided to<br />
facilitate quick access to services, but this will be at a level<br />
which does not detract from the public realm, or from use<br />
of communal parking area.<br />
lDesign and finishes shall vary to highlight the community<br />
services focus of these areas as distinct from other<br />
neighbourhoods within the development.<br />
lThis area shall be well designed and accessible to all<br />
modes of transport, including vehicular, bus, pedestrian<br />
and cyclist movement.<br />
3.3.8 Education and Community Infrastructure<br />
It is important that community facilities are provided in<br />
tandem with development. Consultation has taken place with<br />
the Department of Education and Science in relation to school<br />
provision and with the HSE in relation to health care needs.<br />
Schools<br />
The Department of Education and Science has been consulted<br />
with regard to school needs arising from the future<br />
development of both the <strong>Oldtown</strong> and <strong>Mooretown</strong> lands. In<br />
order to satisfactorily meet the future school needs of the<br />
northwest Swords area, up to 4 primary schools and 1<br />
secondary school are required:<br />
a) Two permanent 16-class primary schools and a school /<br />
community hall to replace existing temporary facilities will be<br />
located within <strong>Oldtown</strong>. These schools have been granted<br />
permission and will comprise an Educate Together School and<br />
Gael Scoil. The community hall and sports facilities will be<br />
available for use by both the school and the public. In<br />
accordance with the planning permission for the site, the<br />
school construction shall not impinge on the archaeological<br />
complex adjoining the site.<br />
b) A site with a minimum size of 5.7 hectares/14 acres for a<br />
school campus is identified within <strong>Mooretown</strong>, to<br />
accommodate both primary (32 class) and secondary<br />
education facilities. The school campus shall be located<br />
centrally within the lands, in close proximity to their<br />
catchment area and at the heart of the community. The school<br />
at this location is accessible by direct and safe walking/cycling<br />
routes from within the LAP lands and from adjoining<br />
residential areas. The school is also very accessible by road.<br />
