3.3.5 Social & Affordable Housing<br />
Social and Affordable housing shall be delivered in accordance with<br />
the provisions of the Housing Strategy as adopted by the <strong>Fingal</strong><br />
Development Plan. Social and affordable housing shall be delivered<br />
jointly by <strong>Fingal</strong> <strong>County</strong> <strong>Council</strong>, private developers and the<br />
voluntary housing sector. In order to promote and facilitate social<br />
integration it is an objective of the <strong>Council</strong> to ensure that social and<br />
affordable housing is spread throughout the <strong>Oldtown</strong> and<br />
<strong>Mooretown</strong> lands.<br />
3.3.6 Childcare Facilities<br />
It is the policy of <strong>Fingal</strong> <strong>County</strong> <strong>Council</strong> to ensure that childcare<br />
facilities are provided for as part of the overall development of the<br />
<strong>Oldtown</strong> and <strong>Mooretown</strong> lands in accordance with the Guidelines<br />
for Planning Authorities [June 2001]. Purpose built centres shall be<br />
built as part of the proposed Local Centre. The locations of<br />
additional childcare facilities shall be identified within each<br />
character area at planning application stage.<br />

Sustainable Neighbourhoods<br />
lPromote well-designed quality residential development<br />
with mix of housing types, sizes and tenures, and with a<br />
range of community, commercial and amenity facilities,<br />
within walking distance.<br />
lPromote principles of sustainable neighbourhood design<br />
in new housing areas.<br />
lProvide for a high quality sustainable urban environment<br />
where priority is given to legibility and permeability for<br />
cyclists and pedestrians, and with easy access to public<br />
transport.<br />
Housing<br />
lPromote the provision of a wide choice of dwelling types,<br />
tenure and size to reflect the diversity of needs in the<br />
expanding community.<br />
lPromote the integration of social, affordable and private<br />
housing throughout the LAP area.<br />
lPromote the provision of family sized residential units.<br />
3.3.7 Local Centres: Retail and Commercial Services<br />
Local Centres are areas which support a range of services and<br />
neighbourhood shops and supermarket for the local community at<br />
a convenient and accessible location. A Local Centre usually<br />
accommodates a supermarket and a range of non-retail services,<br />
mixed with offices and residential units, encouraging day and<br />
evening use.<br />
A key objective of the development strategy in the <strong>Oldtown</strong>-<br />
<strong>Mooretown</strong> area will be the clustering of retail/commercial,<br />
community and residential services at an accessible location,<br />
thereby encouraging the creation of a focal point for the community,<br />
supporting the vibrancy and vitality of the area. The Local Centres<br />
shall be designed within an urban village street pattern connecting<br />
in a fully permeable manner with the surrounding street network.<br />
Residential/office over retail/commercial units will be supported.<br />
Stand-alone, single-storey supermarket buildings are not<br />
considered appropriate.
