OLDTOWN - MOORETOWN<br />
Local Area Plan<br />
NOTE: No one application for residential development shall be<br />
greater than 250 units.<br />
NOTE: Junction improvements and Swords QBC<br />
improvements, as set out hereunder, shall be undertaken prior to<br />
completion of 500 dwelling units.<br />
Required infrastructure to be delivered in tandem with<br />
development:<br />
Open Space<br />
l Active Class 1 Open Space generated by development of<br />
all of <strong>Mooretown</strong> lands shall be developed (laid out and<br />
landscaped in accordance with Landscape and<br />
Recreational Strategy for Swords Regional Park) in<br />
Swords Regional Park and ownership transferred to<br />
<strong>Fingal</strong> <strong>County</strong> <strong>Council</strong>.<br />
l Wind Mill Park shall be developed (in accordance with<br />
Archaeological Conservation and Management Plan and<br />
Masterplan(s) and in consultation with the National<br />
Monuments Section of DoEHLG) and ownership<br />
transferred to <strong>Fingal</strong> <strong>County</strong> <strong>Council</strong> before permission is<br />
granted for any element of phase 2. SUDS strategy<br />
measures shall be incorporated in design of this park.<br />
l Multi-Games Use Area(s) in <strong>Mooretown</strong> shall be<br />
developed as required by <strong>Fingal</strong> Parks Department.<br />
l Archaeological Park(s) within this area shall be<br />
developed (in accordance with Archaeological Conservation<br />
and Management Plan and Masterplan(s) and in<br />
consultation with the National Monuments Section of<br />
DoEHLG) and ownership transferred to <strong>Fingal</strong> <strong>County</strong><br />
<strong>Council</strong>.<br />
l Pedestrian/cyclist connections to Broadmeadow Linear<br />
Park and Swords Regional Park shall be provided where<br />
feasible.<br />
School<br />
The proposed primary and secondary schools shall be<br />
constructed (subject to agreement with Department of<br />
Education and Science).<br />
A mid-term review of the phasing programme in relation to<br />
school provision in <strong>Mooretown</strong> shall be undertaken as part of<br />
phase 2 of development. This review shall be undertaken in<br />
consultation with the Department of Education and Science and<br />
any amendment arising out of this review shall be incorporated<br />
within the LAP phasing programme.<br />
Local Centre<br />
The Local Centre in <strong>Mooretown</strong> shall be commenced as part of<br />
this phase.<br />
Transportation Network<br />
Western Distributor Link Road:<br />
l Development of Western Distributor Link Road from<br />
Rathbeale Road southwards to Brackenstown Road shall<br />
be developed, including provisions for cyclists and<br />
pedestrians.<br />
l Upgrade of Brackenstown Road from Swords Manor to<br />
the R108 Naul Road junction to urban single carriageway<br />
road standard with footpaths and cycle tracks.
