Local Area Plan<br />
Section 4: Phasing and Implementation<br />
A phasing programme is set out as part of this LAP to ensure that<br />
the physical and social infrastructure required is provided in<br />
tandem with the residential development. The phasing programme<br />
indicates the number of phases proposed, the amount of residential<br />
development in each phase, and the associated physical<br />
infrastructure (such as roads, water services infrastructure) and<br />
the appropriate social facilities (such as schools, childcare and<br />
health facilities) required.<br />
The Swords Waste Water Treatment Plant will not be operational<br />
and the necessary foul drainage network improvements will not be<br />
completed before 2012, therefore any residential development<br />
within the LAP lands will be dependant on the delivery of this<br />
infrastructure. Prior to development of each phase/any application<br />
being made, written confirmation from <strong>Fingal</strong> Water Services<br />
Department will be required to state that capacity is available and<br />
extent of that capacity.<br />
Following the adoption of this LAP and prior to the receipt of any<br />
applications for development, the following shall be<br />
undertaken:<br />
Urban Design/Landscape Masterplan(s)<br />
In accordance with principles and objectives of the adopted LAP, an<br />
Urban Design/Landscape Masterplan(s), for the plan lands shall be<br />
prepared by qualified, experienced urban designers/landscape<br />
architects (see section 3.4). The urban design team shall comprise<br />
in addition suitably qualified archaeologists with experience in<br />
conservation plans, road engineers and water services engineers.<br />
The Masterplan(s) shall be developed in consultation with <strong>Fingal</strong><br />
<strong>County</strong> <strong>Council</strong>. The design team shall engage with <strong>Fingal</strong> <strong>County</strong><br />
<strong>Council</strong> at the earliest inception of the Masterplan(s) and shall undertake<br />
frequent team meetings with FCC throughout the design<br />
process to ensure coordination and agreement of interrelated<br />
aspects of the scheme.<br />
The Masterplan(s) shall be submitted to the planning authority for<br />
its agreement prior to the submission of any planning applications<br />
or the tabling of proposals for development. This shall require the<br />
co-operation between land owners and the agreed plan shall form<br />
the blue-print for the development of the plan lands. The agreed<br />
Masterplans shall be submitted as support documents to individual<br />
planning applications.<br />
Landscape and Recreational Strategy for Swords Regional Park<br />
The Landscape and Recreational Strategy for Swords Regional Park<br />
(to be prepared by FCC) shall be prepared in full prior to/in<br />
conjunction with the Urban Design/Landscape Masterplan(s) for the<br />
plan lands.<br />
E.I.S<br />
An E.I.S for the developments shall be prepared and submitted, as<br />
determined by the Planning Authority. The EIS shall be submitted<br />
with every planning application.<br />
