Local Area Plan<br />

3.4 Urban Design/Landscape Masterplan(s)<br />

Adherence to basic urban design principles in the LAP will<br />

ensure the existing and proposed resources of this area can be<br />

utilised to serve the future community. It is an objective of this<br />

LAP that developers will be required to develop an Urban<br />

Design/Landscape Masterplan for the LAP lands, or<br />

alternatively 2 Urban Design/Landscape Masterplans - one for<br />

<strong>Oldtown</strong> and one for <strong>Mooretown</strong> - following the adoption of this<br />

LAP.<br />

The Masterplan(s) shall comply with the provisions of this<br />

LAP. They will be three dimensional plans which present<br />

proposals or aspirations for the development of buildings,<br />

street blocks, public spaces, streets and landscape but which<br />

will not include the actual design of buildings. The<br />

Masterplans shall define massing, heights, and orientation of<br />

buildings, the proposed street and block structure; the<br />

suggested relationships between buildings and public spaces<br />

as well as movement routes for both vehicles and pedestrian/<br />

cyclists.<br />

The Planning Authority will consider proposals to deal with<br />

specific detailed design of character areas/buildings in terms<br />

of materials and design styles, on an incremental basis as<br />

part of each phase, subject to compliance with the overall<br />

Masterplan(s).<br />

The detailed design of the Western Distributor Link Road shall<br />

be undertaken in conjunction with the Urban Design/Landscape<br />

Masterplan(s).<br />

The Archaeological Conservation and Management Plan<br />

(Margaret Gowen & Co. Ltd, March 2010), which is a separate<br />

supporting document to this LAP, shall be referred to fully in<br />

undertaking the Masterplan(s).<br />

The Landscape element of the Masterplan(s) will in addition to<br />

addressing landscaping of the public realm and class 2 open<br />

spaces, require specific detail with regard to the landscape and<br />

open space strategy for the archaeological discoveries within<br />

the lands. Full regard shall be given to the Archaeological<br />

Conservation and Management Plan.<br />

The Masterplan(s) shall be prepared by a team of qualified and<br />

experienced urban designers and include inter alia landscape<br />

architects, archaeologists with experience in conservation<br />

plans, road engineers and water services engineers. The<br />

Masterplan(s) shall be developed in consultation with <strong>Fingal</strong><br />

<strong>County</strong> <strong>Council</strong>. The design team shall engage with <strong>Fingal</strong><br />

<strong>County</strong> <strong>Council</strong> at the earliest inception of the Masterplan(s) and<br />

shall undertake frequent team meetings with FCC throughout<br />

the design process to ensure coordination and agreement of<br />

interrelated aspects of the scheme.<br />

The Masterplan(s) shall be submitted to the planning authority<br />

for its agreement prior to the submission of any planning<br />

applications or the tabling of proposals for development. The<br />

agreed Masterplans shall be submitted as support documents<br />

to individual planning applications.<br />
